2019 sonunda Çin’de ortaya çıkan COVID-19, yayılma hızının yüksek olması sebebiyle büyük bir hızla önce Çin’e, akabinde de tüm dünyaya yayılmıştır. COVID-19, ölümcül etkisi nedeniyle Dünya Sağlık Örgütü tarafından Mart 2020’de pandemi olarak ilan edilmiştir. Yayılımını önlemek için ülkeler son derece katı önlemler almak, ekonomik ve sosyal hayatı neredeyse tamamen durdurmak zorunda kalmışlardır. Ekonomi, pandemiden ve pandemiye karşı alınan tedbirlerden hem arz hem de talep bakımından olumsuz yönde etkilenmekte dolayısıyla karşımıza hem arz hem de talep yönlü bir kriz çıkmaktadır. Bunların sonucunda, imalat sanayi ve ticaret başta olmak üzere ekonominin ana sektörlerinde 2020 yılında küresel ölçekte önemli ölçüde küçülme beklenmektedir. Ekonomik hayatın durma noktasına gelmesi şüphesiz çalışma hayatını kuvvetle etkilemekte ve istihdam açısından büyük bir tehdit oluşturmaktadır. Bu bağlamda 2020 yılında da hem dünyada hem de Türkiye’de istihdam seviyelerinde daralmalar beklenmektedir. Pandemiye karşı devletler ve Türkiye üç düzeyde tedbirler almakta olup bunlar birbirini de etkilemektedir: Sağlık tedbirleri, ekonomiyi canlandırıcı tedbirler, istihdamı koruyucu tedbirler. Bu tedbirlerin genel olarak özelliklerine bakarsak bunların esas olarak düzenleyici, destekleyici ve denetleyici tedbirler olduğunu belirtmek mümkündür. Bunlara devletin yönlendirici, koordine edici ve eğitici özellikleri de ilâve edilebilir. Bu çalışma kapsamında COVID-19 Pandemisinin Türkiye’de, özellikle çalışma hayatına etkileri incelenerek, kamu kesiminin istihdama yönelik alması gereken tedbirlere ilişkin önerilere yer verilmiştir.
The COVID-19, which appeared in China at the end of 2019, spread to China at a great speed due to its high spread rate, and then throughout the world. COVID-19 was declared a pandemic in March 2020 by the World Health Organization due to its deadly effects. To prevent their spread, countries have been forced to take extremely strict measures, almost completely stop their economic and social life. The economy is negatively affected by the pandemic and pandemic measures, both in terms of supply and demand; therefore, we face a crisis both in terms of supply and demand. As a result, the major sectors of the economy, including the manufacturing industry and trade, are expected to decline significantly globally by 2020. The arrival of economic life to the stop point is undoubtedly strongly affecting the working life and constitutes a major threat in terms of employment. In this context, the level of employment in both the world and Turkey is expected to be reduced in 2020. The countries and Turkey are taking measures against the pandemic on three levels and they affect each other: health measures, economic revitalization measures, and employment protection measures. If we look at the characteristics of these measures in general, it is possible to point out that they are mainly regulatory, supporting and supervising measures. These can also be added to the guiding, coordinating and educational characteristics of the state. In the framework of this study, COVID-19 Pandemic’s effects in Turkey, especially in the work life, have been examined, and recommendations on the measures that the public sector should take towards employment have been made.
