Her yıl on binlerce düzensiz göçmen, Türkiye üzerinden Avrupa ülkelerine geçmeye çalışmaktadır. Düzensiz göç olgusu Türkiye’nin ve özellikle de Avrupa Birliği’nin en büyük sorunlarından biri olmuştur. Türkiye coğrafi konum itibariyle daha iyi yaşam standartlarına sahip olmak isteyen Asya ve Afrikalı göçmenler tarafından Avrupa’ya geçiş kapısı olarak görülmektedir. Türkiye 1960’lı yıllardan 2000’li yılların başlarına kadar transit ülke konumunda iken 2000’lerden sonra transit ülke olmanın yanında hedef ülke konumuna da gelmiştir. Avrupa Birliği, aday her ülke için her yıl ülkenin çeşitli alanlarda Kopenhag Kriterlerine hangi ölçüde uyum sağladığını gösteren ve önerilerde bulunan ilerleme raporları düzenlemektedir. Bu ilerleme raporları aday ülke için hukuki bağlayıcılığı olmamakla birlikte aday ülkenin birliğe girebilmesi için ciddi önem taşımaktadır. Türkiye için ilk kez 1998 yılında başlayarak günümüze kadar her yıl düzenlenmiştir. Bu çalışmada nitel araştırma yöntemi kullanılarak AB tarafından Türkiye için düzenlenmiş olan ilerleme raporlarındaki düzensiz göç başlığı altında getirilen eleştiriler analiz edilerek bu eleştirilerin Türkiye’ye etkileri tartışılarak alınması gereken önlemler anlatılmış, ortaya çıkan sorunlara çözüm önerileri getirilmeye çalışılmıştır.

The impact of the EU progress reports on Turkey in unfair immigration coverage

Every year, tens of thousands of irregular migrants are trying to move through Turkey to their European countries. The irregular immigration phenomenon has been one of the biggest problems of Turkey and especially the European Union. Turkey is viewed as a gateway to Europe by Asian and African migrants who want to have better living standards from geographical location. From the 1960s to the beginning of the 2000s, Turkey has become a transit country, while after the 2000s it has also become a target country. The European Union is preparing progress reports for each candidate country each year to show how much the country is compliant with the Copenhagen Criteria in various areas and the recommendations are presented. These progress reports have a serious importance for the candidate country to be able to join the union, although they are not legal binding for the candidate country. It was held every year for the first time for Turkey, starting in 1998 until today. In this study, using the quality research method, the criticisms brought under the headline of irregular migration in the progress reports organized by the EU for Turkey were analyzed, the measures to be taken by discussing the effects of these criticisms on Turkey were explained, the problems arising were tried to bring solutions to the problems.

Turkey is seen as a gateway to Europe by Asian and African migrants who want to have better living standards due to its geographical location. While Turkey was transit country from the 1960s to the early 2000s, it became also destination country after the 2000s as well as a transit country Each year, the European Union issues progress reports for each candidate country, showing the extent to which the country has complied with the Copenhagen criteria in various areas and making recommendations. Although these progress reports are not legally binding for the candidate country, they are of serious importance for the entry of the candidate country into the Union. These reports for Turkey started in 1998 and have been organized every year until today. In this study, the criticisms brought under the heading of irregular migration in the progress reports prepared by the EU for Turkey by using qualitative research method were analyzed and the effects of these criticisms on Turkey were discussed and the measures to be taken were explained.
