2017 yılında yapılan Anayasa değişikliği sonrasında Türk kamu yönetim sisteminde önemli değişiklikler olmuştur. Kamu yönetim sisteminde yaşanan söz konusu köklü değişiklikler kamu personel yönetimini de esaslı biçimde etkilemiştir. Çalışmada Cumhurbaşkanlığı sistemine geçişten sonra kamu personel yönetiminin yeni görünümü analiz edilmiştir. Yeni yönetim sisteminde sadece kamu istihdam biçimleri değil personel yönetiminin kurumsal yapısı yani aktörleri de değişmiştir. 1960’lı yıllardan itibaren kamu personel yönetiminde önemli bir rol ve işlev üstlenen bazı kurumlar kapatılmış bazıları da yapısal dönüşüm geçirmiştir. Çalışmanın amacı kamu personel yönetimindeki dönüşümü hem yapısal olarak hem de aktörler açısından incelemektir. Çalışmanın yürütülmesinde tarihsel araştırma yönteminden yararlanılmıştır.
After the Constitution amendment in 2017, there have been significant changes in the Turkish government system. The substantial changes in the public administration system have also influenced the public management in a substantial manner. In the study, after the transition to the presidency system, a new view of the public staff management was analyzed. In the new management system, not only the forms of public employment, but also the corporate structure of the staff management, the actors, has changed. Since the 1960s, some institutions that have taken an important role and function in the management of public personnel have been closed and some have undergone structural transformation. The aim of the study is to examine the transformation in public personnel management both structural and attorneys. The study was conducted using historical research methods.

These radical changes in the public administration system have also had a major impact on public personnel administration.In this study, the new view of public personnel administration after the transition to the Presidential system was analyzed. In the new administration system, not only the personnel regime but also the institutional structure of the civil service system has changed. The aim of the study is to examine the transformation of the public personnel administration both structurally and in terms of actors. The historical research method was preferred in this study as a methodology of research
