Güvenlik hizmetlerinde kadın istihdam oranının artırılmasına yönelik çalışmalar, 1990’lardan bu yana çeşitli uluslararası örgütler ve demokratik ülkelerin gündemindedir. Diğer taraftan cinsel suçlar, ev içi şiddet, insan kaçakçılığı gibi suçların doğrudan mağduru olan kadınların özellikle kadın polislerle iletişime geçmesinin polisin meşruiyeti ve güvenilirliği açısından önemli olduğu birçok araştırmada ileri sürülmektedir. Bu bakış açısı doğrultusunda, kadın polis istihdam oranının artırılmasının bir ülkedeki demokratik değerlerle yakından ilintili olduğu değerlendirilmektedir, çünkü polis kurumları, etkili, eşitlikçi, meşru ve insan haklarına saygılı olmakla yükümlüdür. Bu makalenin amacı, dünyadaki genel durumla kıyaslamalı olarak Türkiye’de kadın polis istihdamı ve statüsüne ilişkin temel tespitleri ortaya koymaktır. Bu amacın gerçekleştirilmesi için farklı uluslararası kuruluşlar ve Emniyet Genel Müdürlüğü’nden elde edilen veriler değerlendirilmiştir. Kadın istihdamı üzerine literatürde pek çok araştırma bulunmasına rağmen kadın polis istihdamı üzerine ayrıntılı çalışmaların azlığı dikkat çekicidir. Geleneksel toplumsal cinsiyet rolleri açısından polislik erkek mesleği olarak kabul edilmektedir. Diğer taraftan Türkiye’de kadın istihdamının oranı %5,5, dünya genelinde ise ortalama oran %10’dur. Türkiye açısından ele alındığında, olası iç güvenlik yönetim reformu çalışmalarında toplumsal cinsiyet hassasiyetli yaklaşıma sahip olunarak kadınların polislik hizmetlerine başvuru oranının artırılmasına yönelik tedbirlerin alınması ve kadın polislere yönelik eğitim, istihdam ve rütbe terfide iyileştirme politikalarına ağırlık verilmesi, demokratikleşme çerçevesinde önem arz etmektedir.
The work on increasing the employment rate of women in security services has been on the agenda of various international organizations and democratic countries since the 1990s. On the other hand, many studies have suggested that women who are direct victims of crimes such as sexual crimes, domestic violence, human trafficking, especially women who have contacted the police, are important for the legitimacy and reliability of the police. According to this perspective, the increase in women’s police employment rates is estimated to be closely linked to democratic values in a country, as police institutions are obliged to be effective, equal, legitimate and respecting human rights. The purpose of this article is to reveal the basic findings about the employment and status of women police in Turkey compared to the general situation in the world. For this purpose, the data obtained from various international organizations and the General Security Directorate have been evaluated. Although there are many research in literature on women’s employment, the lack of detailed studies on women’s police employment is remarkable. Politics is considered to be a male profession in terms of traditional social gender roles. On the other hand, the rate of women’s employment in Turkey is 5.5% and the average rate in the world is 10%. With regard to the perspective of Turkey, the possibility of internal security management reform in the work of social gender-sensitive approach and the adoption of measures aimed at increasing the number of women’s applications for police services and the emphasis on women’s police education, employment and the improvement of the rated policies are important in the framework of democracy.
