Abstract Attention to population aging and especially to the elderly is a relevant issue worldwide and particularly for Cuba due to the high rate of aging that its population presents, for which actions must be designed, from the social policy, aimed at giving response to this situation. The purpose of this work was aimed at socializing the procedure for the design of an intervention proposal aimed at the elderly in the Santa Clara municipality. It is the result of the work carried out by the Group for Attention to Population Dynamics of the province of Villa Clara, attached to CITMA, which was commissioned to adapt the national policy approved for attention to population aging, to the characteristics and possibilities of the province. The methodology used combines qualitative and quantitative methods related to the object of study. For the experience, the sociodemographic characterization of the older adult population of the municipality was based on, which allowed the selection of the Centro popular council, the Nursing Home No. 2, the Manuelita Neighborhood Grandparents' House and the Attention System. to the Family of the Popular Council Hospital. In the study it was possible to verify the need to establish relationships of cooperation between the different sectors that have an impact on the elderly, as well as the social actors of the community, highlighting the processes of intersectoral cooperation as a principle by which the social policy aimed at this population group at the municipal level should be governed.
