Türkiye’nin sosyal ve ekonomik açıdan az gelişmiş ilçelerinden biri de Refahiye’dir. Zaten Devlet Planlama Teşkilatı’nın (DPT) İlçelerin Sosyo-Ekonomik Gelişmişlik Araştırması da (2004) bu durumu kanıtlar niteliktedir. Refahiye ilçesinin geri kalmasında; iklim, yeryüzü şekilleri ve deprem gibi olumsuz doğal çevre şartları başlıca rolü oynamıştır. Çünkü sözü edilen bu olumsuz faktörler sahada sanayi ve ticaret gibi sektörlerin gelişmemesinin en önemli nedenidir. Ayrıca eğitim, sağlık ve beslenme yetersizliği ile sosyal olaylar da bu durumu önemli ölçüde etkilemiştir. Tüm bu olumsuzlukların sonucu, yöre halkının önemli bir kısmı, başta büyük sanayi merkezleri olmak üzere, ülkenin çeşitli bölgelerine doğru göç etmektedir. Göç olayını yavaşlatmak ve yörenin sosyal ve ekonomik açıdan en azından belli bir seviyeye getirilebilmesi için, bir takım önlemlerin acilen alınması gerekmektedir. Kuşkusuz bunların başında sahadaki mevcut kaynakların en rasyonel şekilde kullanılması ve sahanın kırsal kalkınma planının hazırlanarak bir an önce uygulamaya konulması gerekmektedir.
