Dünyadaki bilgi ve iletişim teknolojilerindeki gelişmeler, yönetim sistemleri anlayışında da değişimlere neden olmaktadır. Klasik yönetim anlayışları ile insanoğlunun yeni ihtiyaçlarının karşılanması imkânı giderek zorlaşmaktadır. Bu çalışma ile stratejik yönetimle ilgili teorik çerçevede ele alınan temel ve güncel kavramların, uygulamada belediyelerin strateji belgelerinde ne şekilde yer aldığının incelenmesi amaçlanmış ve stratejik yönetim kültürünün benimsenmesi bağlamında bu kavramlar üzerinden değerlendirmelerde bulunulmuştur. Türkiye İstatistiki Bölge Birimleri Sınıflandırmasına göre TR82 Bölgesi illeri olan Kastamonu, Çankırı ve Sinop Belediyelerinin strateji belgelerinin stratejik yönetim kültürü yönünden incelenmesi çalışmanın kapsamı olarak belirlenmiştir. Bu doğrultuda içerik analizi yöntemi aracılığıyla “frekans analizi” yöntemi kullanılarak sonuçlar yorumlanmaya çalışılmıştır. Çalışma kapsamında ele alınan belediyelerin stratejik dokümanlarında stratejik yönetim anlayışı ile ilgili temel ve güncel kavramlardan bazılarına yer verildiği ancak bu durumun sınırlı düzeyde olduğu, özellikle stratejik yönetime ilişkin yeni kavramların strateji belgelerinde az miktarda yer almasının bir eksiklik olarak görülebileceği değerlendirilmektedir.
The developments in information and communication technologies in the world also lead to changes in the understanding of management systems. The possibility of meeting the new needs of mankind is becoming increasingly difficult with the classic understanding of governance. This study aimed at studying the basic and current concepts discussed in the theoretical framework related to strategic management, how municipalities are included in the strategic documents in practice and assessed through these concepts in the context of the adoption of the strategic management culture. According to the Classification of Turkish Statistical Regional Units, the study of the strategic documents of the Kastamonu, Çankırı and Sinop municipalities, which are the TR82 region, has been determined as the scope of the study. In this direction, the results were tried to be interpreted using the "frequency analysis" method through the content analysis method. It is estimated that some of the basic and current concepts related to the understanding of strategic management are included in the strategic documents of the municipalities discussed under the study, but that this situation is limited, and that a small amount of new concepts related to strategic management may be seen as a lack in the strategic documents.

As a result, managing organizations with classical management styles is considered to have little chance of success, even if managed. It is increasingly difficult to meet the new needs of human beings with classical management approaches. In this study, it is aimed to examine how basic and current concepts discussed in the theoretical framework related to strategic management are included in the strategy documents of municipalities in practice and in the context of the adoption of strategic management culture, evaluations were made on these concepts. According to the Turkey Statistical Classification of Territorial Units, the strategic documents of the municipalities of Kastamonu, Çankırı and Sinop provinces, which are the provinces of TR82 region, were determined as the scope of the study. In this context, the results were tried to be interpreted using the “frequency analysis” method through the content analysis model. As a result, in the strategic documents of the municipalities covered in the study, some of the basic and current concepts related to the concept of strategic management are given however, this situation is limited, in particular, it is considered that the small number of new concepts related to strategic management can be seen as a deficiency in strategic documents.
