Abstract:

Organization for Economic Development and Cooperation was established in 1961, has reached 38 members as of 2021 and has been the subject of research for many studies until today. Due to its contribution to national economies and competitiveness, the value given to the logistics sector has increased day by day. In recent years. While countries with high logistics performance offer competitive advantage, it is seen that their commercial activities are also developed. This situation is tried to be supported by different studies in the literature. Accordingly, the evaluation of the logistics performance of the countries has gained importance. With the program initiated by the World Bank in 2000, data were created and as of 2007, the logistics performance index started to be used. The logistics performances of the countries presented by the World Bank at certain intervals are considered important in this regard. Within the scope of logistics performance index it presents the averages and rankings of the variables “Customs, Infrastructure, Logistics Quality and Competence, Timing, International Shipment and Tracking” in terms of countries. As a first step within the scope of the study, in the last published report, the 2018 logistics performance indices were obtained within the scope of OECD member countries, and a decision matrix was created. The logistic performance variable indices of the countries in question were weighted using the CRITIC method and a ranking analysis was performed with the WASPAS and GIA methods. Obtained findings have shown that "Logistics Quality and Competence" is the most important variable in the ranking of the weights of the logistics performance index variables of 38 member countries according to the CRITIC method, and Germany, Belgium and Sweden are among the first three countries.
