Osmanlı Devleti’nin 1908 yılı öncesi özellikle 19’uncu yüzyılda yaşadığı tecrübeler, müteşebbis bir Müslüman sınıfın olmaması, bağımsızlık hareketlerinin başlaması Osmanlı tebaasındaki azınlıkların isyan etmesi gibi sebepler milliyetçilik akımlarını doğurmuş ve buna bağlı milli iktisat düşüncesinin benimsenmesine neden olmuştur. Osmanlı Devleti’nin sanayi devrimini gerçekleştirememesinin yanı sıra 1838 Serbest Ticaret Anlaşması’nın uygulanması sonucu verilen dış ticaret açıkları, artan borçlar ve yabancılaşan sermaye yapısı milli iktisat düşüncesinin devlet yönetiminde siyasi ve ekonomik olarak hâkim olmasını sağlamıştır. Türkiye İktisat Kongresi ve Al-i İktisat Meclisi gibi oluşumlar milli iktisat düşüncesinin iktisat politikası karar ve uygulamalarına yansımasında etkin bir role sahip olmuşlardır. Çalışmanın amacı bu oluşumların milli iktisat düşüncesiyle ilişkisini ve dönemin iktisat politikası karar ve uygulamalarındaki önemini ortaya koymaktır. Betimleme yöntemiyle hazırlanan bu çalışmada orijinal raporlar ve diğer kaynaklardan yararlanılmıştır.
The experiences of the Ottoman State before 1908 especially in the 19th century, the absence of a religious Muslim class, the beginning of the independence movements, the rebellion of the minorities in the Ottoman suburbs, have raised nationalist flows and led to the adoption of the associated national economic idea. In addition to the failure of the Ottoman State to carry out the industrial revolution, the outcome of the implementation of the 1838 Free Trade Agreement, the outer trade gap, increased debt and foreigned capital structure made it possible for the national economic idea to be politically and economically dominant in the state administration. The Turkish Economic Congress and the Al-i Economic Council have played an effective role in reflecting the national economic idea in the economic policy decisions and practices. The aim of the study is to reveal the relationship of these formations with the national economic thought and the importance of the economic policy of the time in decisions and practices. This study, prepared by the method of drawing, has taken advantage of original reports and other sources.
