Abstract:

In this study conducted with the aim of ensuring that the development of the tourism industry as an important part of economic development is healthy and planned and sustainable, tourism accumulation and current situation analysis have revealed a pilot research that can be the basis for a macro-level strategic plan. The project, which is expected to contribute significantly to economic planning and development, and the results of competitiveness analysis of existing tourism sub-sectors, have been analyzed by selecting marine tourism from the priority sub-sectors. As a scientific research method of the study, both quantum and quality research techniques have been used. These methods have been developed in the framework of both secondary and primary data collection techniques. In the analysis of the collected data, the validity and reliability of the international competitiveness, the Diamond Model, Compilation, Comparison, Strategic Thought, and other methods have been discussed, and the macro-level tourism strategic plan has been initiated. According to the results of the research, seafood tourism is predicted to be among the sectors that should be developed primarily (circulated sectors have been analyzed with detailed industry accumulation studies, value chains have been revealed, industry players and roles have been identified, missing players have been identified, the grades of communication between players have been revealed; also, the foundation of the group development work has been prepared and the entire system has been modeled. According to the research, it is recommended that macro-level implementation projects based on the accumulation approach to be done immediately. In addition, it is necessary to establish an industry assembly council and implementation committees on each destination level, to identify sub-application projects and accordingly to the development of the industry assembly.
