Türkiye’de yaygın din eğitimi, Diyanet İşleri Başkanlığı’nın (DİB) yetki ve sorumluluğundadır. DİB’in son yıllarda yürütmekte olduğu yaygın din eğitimi hizmetleri, toplumun ihtiyaç ve beklentileri doğrultusunda çeşitlendirilmiş ve bazı yeni uygulamalar başlatılmıştır. Bu uygulamalardan biri de okul öncesi döneme yönelik açılan 4-6 yaş grubu Kur’an kurslarıdır. Bu çalışmada Diyanet İşleri Başkanlığı’nın (DİB) 2013-2014 eğitim-öğretim yılında uygulamaya koyduğu 4-6 yaş grubu Kur’an kurslarına yönelik çalışmalarının mevcut durum itibariyle ihtiyaç ve beklentileri ne ölçüde karşıladığı problemine odaklanılmaktadır. Nitel araştırma deseninin benimsendiği araştırmada DİB merkez teşkilatı ve il-ilçe müftülüklerinin 4-6 yaş grubu Kur’an kurslarına yönelik çalışmaları, öğretici görüşleri ve elde edilen bulgular çerçevesinde değerlendirilmiştir. Bu amaçla İzmir ili merkez ilçelerinde görev yapan 30 öğretici ile yarı yapılandırılmış mülakat formu yoluyla görüşme yapılmıştır. Elde edilen veriler betimsel analiz tekniği ile değerlendirilmiştir. Buna göre DİB ve müftülüklerin görev ve fonksiyonlarını istenilen ölçüde yerine getirme hususunda bazı eksikliklerinin olduğu, bu eksikliklerden bir kısmının halen giderilemediği tespit edilmiştir. Bununla birlikte, gerek başkanlık gerekse müftülükler tarafından alandaki sorunların farkında olunarak problemlerin çözümüne yönelik dikkate değer bir çaba harcandığı ve kursların açılışından bugüne önemli sayılabilecek çalışmaların yapıldığı sonucuna ulaşılmıştır.
The widespread religious education in Turkey is under the authority and responsibility of the President of the Dianet Affairs (DIB). The widespread religious education services that the DIB has carried out in recent years have been diversified according to the needs and expectations of the society and some new practices have been launched. One of these practices is the 4-6-year-old group of Quran courses that are opened for the pre-school period. This study focuses on how much the work of the 4-6-year-old group of Kur’an courses which the Dianet Affairs Presidency (DIB) implemented in the 2013-2014 educational year is focused on how much the needs and expectations are met according to the current situation. The quality research pattern was adopted in the research was evaluated by the DIB central agency and the 4-6-year-old group of municipalities in the framework of the study, teaching opinions and achieved findings. For this purpose, 30 teachers who work in the central districts of Izmir have been discussed through a semi-configured interview form. The data obtained was evaluated by visual analysis technique. According to this, there are some deficiencies in the performance of the duties and functions of the DIB and the Muftails to the desired extent, and some of these deficiencies are not yet resolved. However, the conclusion has been that, whether the presidency or the committees are aware of the problems in the area, a considerable effort has been made to solve the problems and that work can be considered important from the opening of the courses to the present day.
In Turkey, religious non-formal education is in charge and responsibility of Presidency of Religious Affairs. In the last few years, PRA’s religious non-formal services is varied according to the needs of public and some new services are begun. One of the new services is 4-6 ages (pre-school) Quran courses. This study focuses on the problem of what is the fulfilling level of the expectations of PRA’s 4-6 ages (pre-school) Quran courses, which is started in 2013-2014 education term, in current situations. In the research that adopts qualitatative research design, services of PRA’s headquarter and provincial organizations for 4-6 ages (pre-school) Quranic courses are assessed within the frame of the views of trainers and findings. Semi-structured interviews were conducted with 30 trainers in Izmir and its cities. Data were evaluated with descriptive analyses. The data demonstrate that there are some deficiencies of PRA’s and provincial organizations’ (Mufti offices) duties and functions. It is determined that some of these deficiencies are still not resolved. On the other hand, it is figured out that PRA and provincial organizations noteworthily made an effort to solve the problems and performed important deeds from the opening of courses to date.
