Meslek grupları insanların ihtiyaç duyduğu her tür mal ve hizmet üretimini karşılamak amacıyla oluşmuştur. Bu meslek grupları süreç içinde örgütlenmiş ve kendilerine özgü ilkeler belirlemiştir. Bu ilkeler arasında etik- ahlaki değerler ön plana çıkmıştır. Kamu yönetimi çalışanları da bir meslek grubunu oluşturmaktadır. Kamu çalışanları merkezi yönetim ve yerel yönetimler olarak genel ve mahalli hizmetleri sunmakla görevlidir. Bu görevlerini yerine getirirken devleti temsil etmektedir. Kamu çalışanlarının olumlu ve olumsuz bütün davranışları devletle özdeşleştirilmektedir. Dolayısıyla kamu çalışanlarının etik kurallara aykırı hareket etmemesi gerekmektedir. Kamu yönetimi bölümlerinin amaçlarında genel olarak “kamu ve özel sektörde istihdam edilir” cümlesi mevcuttur. Dolayısıyla, kamusal alanın insan kaynaklarından biri olan kamu yönetimi bölümleri öğrencilerinin etik kuralları benimsemiş ve özümsemiş olarak mezun olması önem arz etmektedir. Bu çalışmada, kamu yönetimi bölümlerinde “meslek etiği” konusunun zorunlu ders olarak kataloglarda yer alması gerekliliği açıklanmıştır. Bu doğrultuda kuramsal olarak etik konusu incelendikten sonra kamu yönetimi bölümünde mesleki etik dersinin hangi dönemde yer almasının nedenleri açıklanmıştır.
Professional groups are formed to meet the production of all kinds of goods and services that people need. These professional groups have been organized in the process and set their own principles. The ethical and moral values are at the forefront. The staff also forms a professional group. Public employees are responsible for providing general and local services as the central administration and local governments. He is represented by the state when he performs his tasks. All the positive and negative behaviors of public employees are identified with the state. Therefore, public employees should not act in violation of ethical rules. For the purposes of the public administration departments, the phrase is generally available "in the public and private sector is employed". Therefore, the importance of public administration departments, which are one of the human resources of the public area, is that students have adopted and adopted the ethical rules as graduates. In this study, the need for the subject of "professional ethics" in the public administration departments to be included in the catalogs as a mandatory course. In this direction, the theoretically the ethical subject was studied after the public administration department explained the reasons for the course of professional ethics in which period.

In general, there are a sentence stated as “it is employed in public and private sector” on the aim of public administration departments, Therefore, the students of departments of public administration that are one of human resources of public realm must graduate as a person who adopted and digested the ethic values. In this paper, the necessity of the subject of professional ethic must be as compulsory course in departments of public administrations’s academic programs are explained. Accordingly, after the subject of ethic are analysied theoretically, the professional ethic course in departments of public administration’s reasons that must be which semester is explained.
