Bu çalışmada küreselleşme çağının genel bir değerlendirmesi olarak ele alınabilecek olan Hardt ve Negri’nin “İmparatorluk” olgusunun Foucault’nun temel tezlerinden “biyoiktidar” kavramı üzerinden bir okuması yapılacaktır. Hardt ve Negri tarafından Foucault’nun düzenleyici ve disipline edici iktidar kavramsallaştırmalarının modern dönem ve ulus-devlet olgularına denk geldiği yeni dünya düzeni ve küreselleşme kavramlarının ise biyoiktidarın bir parçası ve temeli olarak görüldüğü argümanları ortaya konmaktadır. Bu paralelde “İmparator” adlandırması ile ortaya konan bu biyoiktidar mekanizmaları içerisinde öznenin kendisinin iktidarın yeniden üreticisi olduğunun farkına varması ile Foucault’da ele alınan sorunsallaştırma eylemine geçiş yapacağını belirtirler. Bu aşamada olan öznenin oluşturduğu direnç anlamına gelen çokluk durumudur. Bu çalışmada özneden başlayarak Foucault’daki kavramların yöntemsel olarak kullanılarak Hardt ve Negri’nin her tarafı sarmış olan iktidardan nasıl bir çıkış ortaya sundukları analiz edilecektir.
In this study, the fact of Hardt and Negri's "Imperation", which can be considered as a general assessment of the era of globalization, will be read from Foucault's basic thesis through the concept of "bioicity". Hardt and Negri argued that Foucault’s regulatory and disciplinating power conceptualizations were equal to the modern era and national state facts, and that the new world order and globalization concepts were seen as part and foundation of bio-power. Parallelly, they indicate that in these bio-power mechanisms, which are presented by the name of "Imperator", the substance itself is the re-producer of power and will move to the problematisation action addressed in Foucault. It is a multi-state state that means the resistance that the substance creates in this stage. From the subject to the subject, the concepts in Foucault will be methodically used to analyze how Hardt and Negri have shown output from the power that has surrounded all sides.
This article examines the concepts of disciplinary and regulatory power with a view to comprehending the control of bodies through individualization. Foucault emphasized that biopower is a form of power which is everywhere and encompasses everything. The subject is intertwined by biopower. The resistance of subject against power though interrogation, ends up in a situation where biopower reproduces itself by feeding on the subject. In this study it is argued that the conceptualization of disciplinary and regulatory powers corresponds to the phenomena of modern era and nation-state; while the new world order and globalization fit into biopower. In addition, the resistance of the subject is conceptualized as multitude. Hence, this study aims to assert a reading of empire and multitude by Hardt and Negri via the spiral/grifted relation between biopower and the subject; then asking whether there is a way for the subject, which turns into multitude, out of biopower.
