Günümüzde neredeyse bütün yönetimlerin kendilerini demokrasi ile açıklamaya çalıştıkları göz önüne alındığında, demokrasisinin en yaygın uygulama biçimi olan temsili demokrasi modelinin incelenmesinin önemi açıkça ortaya çıkmaktadır. Bu bağlamda çalışmanın sorunsalı; günümüzde temsili demokrasi modelinin uygulamadan kaynaklanan birçok sorunla karşı karşıya olduğu, bu nedenle büyük ölçüde işlevsiz bir hale geldiği ve bu sorunların katılımcı demokrasi modeliyle büyük ölçüde ortadan kaldırılabileceği yönündeki yaklaşımdır. Bu sorunsaldan hareketle çalışmanın temel amacı; tüm dünyada yaygın bir biçimde uygulanmakta olan temsili demokrasi modelinin uygulamadan kaynaklanan sorunlarının ortaya çıkarılması ve bu sorunların katılımcı demokrasi modeli ile ne ölçüde giderilebileceğinin incelenmesi olduğu söylenebilir. Çalışmada öncelikle literatür taraması yöntemiyle temsili demokrasi kavramı ve uygulamadan kaynaklanan sorun alanlarına yer verilmektedir. Daha sonrasında katılımcı demokrasinin temel unsuru olan siyasal katılma ve yeni bir model önerisi olarak gündeme getirilen katılımcı demokrasi ele alınmaktadır. Çalışmanın sonucunda ulaşılan bulgular; her ne kadar bazı yönlerden eleştirilere maruz kalsa da, katılımcı demokrasi modelinin temsili demokrasiden kaynaklanan sorunlara büyük ölçüde çözüm getirdiğini ve temsili demokrasiye önemli bir işlevsellik kazandırdığını ortaya koymaktadır.
Since today almost all governments are trying to explain themselves with democracy, the importance of examining the representative democracy model, which is the most common form of democracy, is clearly revealed. In this context, the problem of work is the approach that today’s representative democracy model is faced with many problems arising from the implementation, and therefore has become largely functional, and that these problems can largely be eliminated by the participatory democracy model. The main objective of working on this issue is to identify the problems arising from the implementation of the representative democracy model, which is widely applied worldwide, and to examine the extent to which these problems can be addressed by the participative democracy model. In the study, first and foremost, the literary scan method represents the concept of democracy and the problem areas arising from the practice. Participating democracy, which is the fundamental element of participating democracy, is subsequently discussed as a proposal for political participation and a new model. The findings of the study show that although it is criticized in some aspects, the participatory democracy model largely solves the problems arising from representative democracy and gives representative democracy a significant functionality.
