Dünyada gelişmiş ülkelerde dahi sosyal güvenlik kuruluşları finansman krizi içerisindedir. Ülke ekonomilerinde yaşanan kriz, nüfusun gittikçe yaşlanması, sağlık hizmetlerinin fiyatlarında yaşanan sürekli artış ve toplanan fonların etkin değerlendirilememesi gibi olgular sosyal güvenliğin finansman krizinin başlıca nedenlerini teşkil etmektedir. Ayrıca mevcut sistemler, sosyal güvenlik hizmetinin üretimi açısından da etkinlik problemiyle karşı karşıyadırlar. Bu nedenle sosyal güvenlikte alternatif çözümler önerilmektedir. Bu bağlamda 1970’li yılların ortalarından itibaren dünya konjonktürüne hakim olan liberal düşünce ortamı, “bireysel sorumluluk” a öncelik veren reform alternatiflerini ön plana geçirmektedir. Ancak bu süreç ile sosyal devletin iç dinamikleri çelişmektedir.
Even in developed countries, social security organizations are in financial crisis. Facts such as the crisis in the country’s economies, the growing aging of the population, the continuous increase in the prices of health services and the failure to effectively assess the funds collected are the main causes of the financial crisis of social security. The existing systems are also faced with an activity problem in terms of the production of social security services. Therefore, alternative social security solutions are proposed. In this context, the liberal thinking environment, which has dominated the world context since the mid-1970s, puts the reform alternatives prior to “individual responsibility” in the forefront. But this process contradicts the internal dynamics of the social state.
