Abstract:

Even in developed countries, social security organizations are in financial crisis. Facts such as the crisis in the country’s economies, the growing aging of the population, the continuous increase in the prices of health services and the failure to effectively assess the funds collected are the main causes of the financial crisis of social security. The existing systems are also faced with an activity problem in terms of the production of social security services. Therefore, alternative social security solutions are proposed. In this context, the liberal thinking environment, which has dominated the world context since the mid-1970s, puts the reform alternatives prior to “individual responsibility” in the forefront. But this process contradicts the internal dynamics of the social state.
