Vakıflar, ekonomide meydana gelen krizlerin çözümüne, ekonomik dengeye, büyümeye ve kalkınmaya katkı sunar. Dolayısıyla meselenin temel sorunu, Vakıfların nasıl kullanılacağı ve ekonomik istikrarın sağlanması için İslami finans sisteminin aracına nasıl güvenileceğidir. Ayrıca bu sistemdeki zorunlu araçlardan sonra ekonomik ve sosyal hedeflere ulaşmak için tamamlayıcı bir araç olarak kullanılmaktadır. Ancak İslam toplumlarının gerekli kalkınma düzeyine ulaşamaması sebebiyle mevcut çağın gereklilikleri doğrultusunda destekleme ve geliştirme çalışmalarına, rolün canlandırılmasına ve modern formüllerin getirilmesine yönelik olarak vakıfların yeniden canlandırılmaya ihtiyacı vardır. Yemen ekonomisinin istikrarına katkıda bulunan fon kaynaklarına ve kalkınma kaynaklarına ihtiyaç duyulmaktadır. Vakıflar, Yemen’de toplumun sorunlarını hafifletmeye ve hedeflere ulaşmada önemli bir yere sahiptir. Ülkenin ekonomik güvenliğini artırmak için para vakfı yatırımı olması gerekmektedir. Yemen gibi bir ülke için farklı dönemlerde sahip olduğu vakıf deneyimi, sosyal dayanışmaya yardımcı olan bir tecrübe oluşturdu. Bu çalışmada 2000-2014 yılları arasında Yemen'deki ekonomik kalkınmaya, vakfın katkısı ele alınıp ekonomik güvenlikte Yemen'deki vakıfların oynadığı rolü ve bunların ülkedeki kalkınmaya katkısı incelenecektir. Bu dönemde vakıf kurumu en önemlisi İslam vakıfları kanununda yapılan değişiklik olmak üzere önemli yasal ve kurumsal gelişmelere sahne olmuştur. 2015 yılı ve sonraki dönemde savaşın sebep olduğu veri kısıtı nedeniyle bu tarihler çalışmada incelenememiştir.
Foundations contribute to the solution of crises in the economy, economic balance, growth and development. Thus, the main question of the matter is how to use the Waqfs and how to rely on the tool of the Islamic financial system to ensure economic stability. It is also used as a complementary tool to achieve economic and social goals after the obligatory tools in this system. However, since Islamic societies cannot reach the required level of development, foundations need to be revived in order to support and develop them, revive their role and bring modern formulas in line with the requirements of the current age. There is a need for funding and development resources that contribute to the stability of the Yemeni economy. The foundations have an important place in the relief of the problems of society in Yemen and in achieving goals. Investment funds need to be made to increase the country’s economic security. The founding experience he has in different periods for a country like Yemen has created an experience that helps social solidarity. The study will discuss the contribution of the foundation to economic development in Yemen between 2000 and 2014 and the role of the foundation in economic security and its contribution to the development in Yemen. During this period, the foundation institution has been the scene of significant legal and institutional developments, including the changes made in the Islamic foundation law. Due to the data restrictions caused by the war in 2015 and subsequent period, these dates were not studied in the study.
Foundations contribute to economic balance, growth, and development to the solution of crises in the economy. Therefore, the main problem of the issue is how to use the Foundations and how to trust this tool of the Islamic financial system to ensure economic stability. It is also used as a complementary tool to achieve its economic and social goals after the mandatory tools in the system. However, there is a need for the foundation institution to be revived in order to support the Islamic societies to reach the required level of development, to support and develop in line with the requirements of the current era and to revive the role and to bring modern formulas. There is a need for funding resources and development resources that contribute to the stability of the Yemeni economy. Foundations have an important place in achieving these goals to alleviate the problems of society in Yemen. To increase the economic security of the country, there must be money foundation investment. The foundation experience it had in different periods for a country like Yemen created an experience that helps social solidarity. In this study, the contribution of the foundation to the economic development in Yemen between 2000 and 2014, the role played by the foundations in Yemen and their contribution to the development in the country will be examined. In this period, the foundation institution witnessed important legal and institutional developments, most notably the amendment to the Islamic foundations law. Due to the data constraint caused by the war in 2015 and the following period, these dates could not be examined in the study.
