Özet:

Generally animal welfare science aims to increase the quality of animal's life. It is trying to attract the societies and science attention to animal welfare and improve the life standards of experimental animals with ethical approach. Furthermore, it is quite important to understand the future of this scientific field that connected with welfare criteria's and ethical value at the process of Turkeys' candidacy of the European Union. Laws in the EU and Turkey which related to animal welfare were evaluated with a comparative approach. The first comprehensive legal arrangement is "Council Directive 86/609/EEC on the protection of animals used for experimental and other scientific purposes" came into force in 1986, in the EU. Directive 2003/65/EC of the European Parliament amending Council Directive 86/609/EEC, entered into force in 2003. The EU needed more comprehensive legal arrangements because of the new scientific knowledge in animal welfare science, increased the sensitivity of societies and other related factors. Directive 2010/63/EU on the protection of animals used for scientific purposes. In Turkey, the first legal regulation regarding experimental animals was "The Regulation Concerning the Protection of Animals Used for Experimental and Other Scientific Purposes and the Establishment, Operation and Inspection of the Places for Breeding of Experimental Animals and of the Laboratories to Perform Experiments" came into force in 2004 and the second was "The Regulation Concerning the Working Procedures and Principles of the Ethics Committees" took effect in 2006. By the "Regulation Regarding the Protection and Welfare of Animals Used for Experimental and Other Scientific Purposes" that entered into force in 2011, bring the welfare point of the topic parallel to the EU regulations. When animal welfare law studies evaluated in the EU and Turkey within the context of ethics and welfare, Turkish legal arrangements especially the last regulation entered into force in 2011, bring Turkey’s regulations consistent with EU’s animal welfare laws.
