Tanzimat Fermanı ile birlikte ilan edilen ilkeler her toplumsal grup tarafından farklı algılanmıştır. Hıristiyanlar, fermanı, özgürlüklerine giden bir araç olarak görürken, Müslümanlar kendi hak ve özgürlüklerinin gaspı olarak değerlendirmişlerdir. Bosna Hersek’in durumu, devletin diğer bölgeleriyle kıyaslanamayacak derecede nazikti. Bosna’da fetihle birlikte toplu bir İslamlaşma meydan gelmiş, bu hareketin mükâfatı olarak kendilerine bir takım ayrıcalıklar bahşedilmiştir. Tanzimat uygulandığı takdirde ayrıcalıklarını kaybedeceklerini düşünen Bosnalı Müslümanlar, ferman Bosna’ya ulaştığı andan itibaren muhalefete başlamışlardır. Özellikle vergi, askerlik ve hepsinden önemlisi Hıristiyanlarla eşitlik gibi hususlar onları rahatsız etmiştir. Gelişmeler, devlet ve Bosnalı Müslümanların bölgedeki otoritesini sarsan 1848-51 isyânı ile sonuçlanmıştır. İsyân sonrası devlet, Müslümanlar nezdinde tüm itibarını kaybederken, yüzyıllardır bölgenin hâkimi olduklarına inanan Müslümanlar ezilmiş ve eyaletteki üstünlükleri sona ermiştir. Bu durum Bosna’yı Sırp ve Karadağ yayılmasına açık hale getirmiştir(1).

Abstract:

The principles proclaimed along with Tanzimat Ferman have been perceived differently by each social group. While Christians see ferman as a means for their freedoms, Muslims have regarded it as a waste of their rights and freedoms. The situation in Bosnia and Herzegovina was so gentle that it could not be compared to the other regions of the state. In Bosnia, a massive Islamization has been challenged by the conquest, and a number of privileges have been granted to them as a reward for this movement. The Bosnian Muslims, who thought they would lose their privileges if the Tanzimat was implemented, have begun opposition from the moment the ferman arrived in Bosnia. In particular, issues such as tax, military and, most importantly, equality with Christians have disturbed them. The developments resulted in the state and the rebellion of 1848-51 which destroyed the authority of the Bosnian Muslims in the region. The post-Islamic state lost all its reputation among Muslims, while Muslims who believed they were the ruler of the region for centuries were suppressed and the sovereignty in the state ended. This situation has made Bosnia open to the spread of Serbia and the Black Sea (1).
