Kaynakların iyi yönetimi ve bölgede yaşayan halkın yaşam kalitesinin artırılmasını da göz önüne alan "yerelde kalkınma" anlayışı kentlerin yaşanabilirliği ve kalkınması için mihenk taşıdır. Aralık 2012'de çıkarılan 6360 sayılı kanun ile büyükşehir belediyesi sayılabilmek için gerekli olan nüfus sayısı değiştirilmiş, yerel yönetimlerin kamu kişilikleri kaldırılmış veya düzenlenmiş ve aynı zamanda yeni izleme ve koordinasyon başkanlıklarının kurulmasının önü açılmıştır. 30 büyükşehir belediyesinde, kentsel alanlarla kırsal alanlar arasındaki iletişimi güçlendirecek “Büyükkent Yönetimi” olarak tanımlanan yeni bir oluşum ortaya çıkmıştır. Yerel yönetimlerin başarısı küresel gelişmeleri de dikkate alarak kurumu geliştirebilmesi, yerelin uygulamalarını küresel ölçekte de tanıtabilmesi, sunabilmesi ve yenilikler getirebilmesine bağlıdır. Bu nedenle yerel yönetimler ekonomik kalkınma doğrultusunda verilerin doğru bilgilere dönüştürülmesi için çaba sarf ederek, örneğin İzmir Modeli kapsamında, Tarımsal Gelişme ve Yerleşme Stratejisi kapsamında da Yerelden Kırsal Kalkınma, Yenilikçi Ortak Kullanımlar, Yerellikte Yaratıcılık, Çevre ve Atık Yönetiminde Doğa Asıllı Çözümler gibi politikalarla çalışmalarına yön vermişlerdir. Uygulamalarda küçük toprak sahiplerinin korunması ve yönlendirilmesi, tarımda verimliliğin artırılması ve pazarlama darboğazlarının giderilmesi için kooperatifler ve birlikler teşvik edilmiş, ekolojik sürdürülebilirlik konusunda yürütülen projeler aracılığıyla sürdürülebilirliğin diğer alt boyutu ekonomik sürdürülebilirlik konusu ivmelendirilmiştir. Çalışma ekonomik ve teknolojik gelişmeleri temel alan, Türkiye’ de ekonomik değişim, sosyal değişim ve çevresel değişimi bütünleştirmeye yönelik bu çabaları destekleyen politikalardan biri olan tarımsal politikaları Büyükşehir Belediyeleri süreçleri kapsamında ele almakta, kırsal kesim ile kent arasındaki iletişimi ve işbirliğini güçlendirmeye dayalı iyileştirme önerileri sunarak, yaşanılan ve yaşanabilecek zorlukların giderilmesine yardımcı olacak bir model önerisi sunmaktadır.
The concept of "local development", which also takes into account the good management of resources and the improvement of the quality of life of the people living in the region, is a stone for the sustainability and development of cities. The number of people required to be counted as the majority municipality was changed by the law of December 6, 2012, the public figures of local governments were removed or regulated, and the creation of new supervision and coordination chairs was also opened. In 30 metropolitan municipalities, a new formation has emerged that will strengthen the communication between urban areas and rural areas, defined as "Büyükkent Management". The success of local governments depends on the ability to develop the institution, taking into account global developments, the ability to present, present and bring innovation to local practices globally. Therefore, local governments have made efforts to convert the data into correct information in the direction of economic development, for example, in the framework of the İzmir Model, in the framework of the Agricultural Development and Settlement Strategy, they have directed their work with policies such as Local Rural Development, Innovative Joint Uses, Local Creativity, Environment and Waste Management Natural Resources. In the implementation, cooperatives and unions are encouraged to protect and guide small land owners, to increase productivity in agriculture and to eliminate market gap, and through projects on ecological sustainability, the other under-dimensional sustainability is the economic sustainability issue. The study is one of the policies that support these efforts to integrate economic change, social change and environmental change in Turkey, which is based on economic and technological developments, the agricultural policies are discussed within the framework of the processes of the Metropolitan Municipalities, the proposal for improvement based on strengthening the communication and cooperation between the rural sector and the city, a model proposal that will help solve the challenges that are experienced and may be experienced.
The "local development" approach, which includes good management of resources and increasing the quality of life of the people living in the region, is a cornerstone for the livability and development of cities. According to the Law 6360, founded on December 2012, the population requirement for ranked as a metropolitan municipality was altered, the legal personality of local managements is either changed or removed and new councils for monitoring and coordination were implemented. A new formation has emerged in 30 metropolitan municipalities, defined as the “Metropolitan Administration”, which will strengthen communication between urban areas and rural areas. For economic development some policies -such as Local Development from Rural, Innovational Co-Communal Areas, Innovation in Locality and Natural Solutions for Waste and Environment Management within the scope of Rural Development and Allocation Strategy- were implemented by local governance with regarding the global developments in order to improve the institutions, marketing of local application in global level, and for offering new solutions and approaches to transform data into useful information. The cooperatives and associations were encouraged and trained for the protection and orientation of small-sized land own owners, the increase of agricultural efficiency, and removal of marketing obstacles. The sub-element of ecological sustainability; economic sustainability was enhanced by the implemented projects and policies. This study aims to focus on agricultural policies –that is one of the policy type, which based on economic and technological improvements, and has a purpose of integrating the economic, social and environmental changes- within the process observed in Metropolitan Municipality . This study; considering economic and technological changes and developments, evaluates agricultural policies within the scope of Metropolitan Municipalities processes and aims to strengthen the communication and cooperation between the rural and the city, and offers a model proposal to help eliminate existing and potential problems.
