Koruma amaçlı imar planlarında yapılaşma kararları, başarılı bir koruma pratiği gerçekleştirilmesinde öncelikli konulardandır. Bütüncül ve kapsayıcı bir koruma politikası ve bu politikaya bağlı olarak alınmış planlama kararlarının önceliği yanında, korunmaya konu mekânın özgün/otantik niteliklerin yaşatılmasında yapılaşmaya yönelik kararlar doğrudan etkilidir. Korunacak kentsel alanlarda yapılaşmaya yönelik kararlarda başlıca üç yapı kategorisi ortaya çıkmaktadır: Kültür varlığı olarak tescilli yapılar, dokuda içinde yer alan ancak tescile konu olmayan mevcut yapılar ve doku içinde yeni yapılacak yapılar. Koruma mevzuatımız tescilli kültür varlıklarına ilişkin uygulama, izleme ve denetleme mekanizmasını oluşturmuş durumdadır; ancak tescil dışı olan taşınmazlarda ya da yeni yapılacak yapılarda bu mekanizma oldukça kısıtlıdır. Bu açıdan, koruma amaçlı imar planlarında yapılaşmaya yönelik kararlar, doku karakterinin doğru bir şekilde korunması ve dokunun otantik niteliklerinin sürdürülebilmesi için başlıca araçlar haline gelmektedir. 19. yüzyıl sonu ve 20. yüzyıl başına tarihlenen yapılardan oluşan Giresun geleneksel kent dokusu üzerinde kentleşmenin yarattığı tehditler, zaman içerisinde eski ve yeni doku arasında bütünleşme sorunları yaratmıştır. Geleneksel binaların tescilinin eksik yapılmış olması, yeni yapılacak binalar için gerekli yapılaşma koşullarının ve kısıtlamaların yetersizliği, bütüncül bir planlama politikasının eksikliği ve geleneksel doku içerisinde ve çevresinde dokuya aykırı yeni yapılaşma örnekleri, Giresun kentsel koruma alanlarında ortaya çıkan başlıca sorunlardır. Buradan hareketle, Giresun Kentsel Sit Alanı ve Koruma Alanları için hazırlanan Koruma Amaçlı Revizyon İmar Planında yapılaşmaya yönelik belirlenmiş ilke ve kararların paylaşılması ve tartışılması amacıyla bu çalışma hazırlanmıştır.
