Bu çalışmada modern kamu yönetimi anlayışının iki temel bileşeni olan şeffaflık ile e-devlet ilişkisini araştırmak amacıyla panel veri analizi yönteminden yararlanılmıştır. 26 Avrupa ülkesi için 2008-2018 yıl aralığındaki 2’şer yıllık veri kullanılmıştır. Sabit etkiler modeli ile gerçekleştirilen tahmin sonrasında e-devlet gelişim düzeyi arttıkça şeffaflığın arttığı bulgusuna erişilmiştir. E-devletin yanı sıra siyasal haklar, hükûmetin etkinliği ve kişi başı gayrisafi millî hasıladaki büyümenin etkisi ele alınmıştır. Siyasal hakların genişletilmesi ile şeffaflığın arttığı ve hükûmetin etkinliğinin artmasının da şeffaflığı arttırdığı görülmüştür. Gayrisafi millî hasıladaki büyümenin ise şeffaflığa etkisinin istatistiksel olarak anlamlı olmadığı görülmüştür.
In this study, the panel data analysis method has been used to investigate the transparency and e-government relationship, which are two fundamental components of the modern public administration understanding. For 26 European countries, two-year data were used in the period 2008-2018. Following the forecast made with the fixed effects model, the e-government development level increased and transparency increased. In addition to the e-state, political rights, the effectiveness of the government and the impact of growth in non-profit national profits per person have been addressed. The extension of political rights and increased transparency and increased the effectiveness of the government has also increased transparency. The increase in the national earnings has not been shown to have a statistically meaningful effect on transparency.
At this study, panel data anlysis is used to analyze the relation between transparency and e-government, which are the main concepts in new public administration perception. Data from 26 European States are used. And these data have been constituted bennially between the years 2008-2018. After the estimation which was gathered via using fixed estimators model, it has been concluded that the more e-state development level is high, the more transparency is achieved. At this study, not only the impact of e-state on transperancy, but also impacts of political rights, efficiency of government and the effect of GDP per capita on transparency have been analyzed. It has been concluded that the more political rights are extended the more transparency is achieved; and the more the efficiency of the government expands, the more transparency is achieved. And finally, it has been concluded that the effect of an icrease in GDP per capita on transparency is not statistically significant.
