Mesud Cemil Bey, one of the 20th century Turkish music composers, is known as composer, as a performer, especially as a good taksim performer. Composer, who had a great interest in instrument performances, was not very interested in composing and therefore left a small number of works in Turkish music. The composer, who dominates the theory of Turkish music, frequently uses elements that make the performance difficult. The greatest service of Composer to Turkish music is the discipline and clean execution technique that this art brings. The aim of research is to give information about the life and music of the composer and in this direction instrumental works are examined in terms of maqam, transition and the taste. To understand the composer’s musical style,it is necessary to know the music life. However, since there is no detailed information about the composer’s music life, the life of the composer is briefly mentioned. As a result of the literature review, Mesud Cemil did not have any research related to his compose identity can be related to the fact that he had few compositions. Therefore, this research is important to determine the composer’s identity pantially. The information needed fort he research was obtained by means of the source screening method. As a result of the analysis of the works, it was seen that the use of the maqam and the information maqam of the composer, the way of using the motif and sound ranges were different from the traditional structure and that these works were at a level that would force the instrumentalists in the technical sense. This shows that the composer is a remarkable composer, although he has composed few compositions.
