Abstract:

Disasters have been an inseparable part of human life since the early days. These events such as fires, major accidents, explosions, floods, landslides, terrorist events, epidemics, notably earthquakes, have caused great losses in the physical environment and human communities as well. A systematic disaster management is required to minimize these losses and prevent potentials. In the historical process, our country has been faced with many major disasters originating from the region in which it is located. Due to the diversity and magnitude of disasters, causing loss of life and property, legal regulations regarding disaster management and disaster management have changed over time. The 17 August 1999 Izmit Gulf and 12 November Düzce earthquakes took their place in our history as the biggest earthquakes experienced. In particular, these earthquakes constituted an important turning point for Turkey and activities of non-governmental organizations were organized in this area together with other types of disasters that occurred in our country. There are many non-governmental organizations established within the scope of disaster management in our country. The Turkish Kızılay has an important role among them in disaster management. In this study, disaster management is defined in the conceptual framework, the NGOs are included, and the work of Turkish Kızılay, a non-governmental organization in disaster management, in the field of national and international activities and fight against the Covid-19 epidemic, is addressed.
