Abstract:

This study compares the Bureaucratic Authority regime, which is based on the principle of expertise, with the populist regime, which is based on the principle of national will. While the bureaucratic Authority model moves from the assumption that social affairs can be resolved by a scientific method by transmitting them to experts, populism opposes the limitation of national will on the grounds of expertise. BO regimes try to find a solution to social problems by destroying as much as possible the democracy that moves politics and especially all social sections. Populism, however, expands the field of politicians in such a way that the one speaker is the representative of the national will by the elected government to be anti-specialist. But the concept of politics and leadership of populism paradoxically results in the exclusion of society from politics. Therefore, while BO clearly excludes democratic politics, populism is driven from the indirect way to the dissolution of society.
