Trafik kazaları; ölüm, yaralanma ve maddi hasarların yanı sıra trafik tıkanıklıkları, yol güvenliğinde azalma, gürültü ve hava kirliliği gibi olumsuzluklara da neden olmaktadır. Dünya Sağlık Örgütü’nün (WHO) 2015 Küresel Yol Güvenliği Durum Raporu’na göre, trafik kazalarında yaralanma sonrası ölümlerin 2030 yılına kadar tüm ölüm nedenleri arasında yedinci sıraya yükseleceği öngörülmektedir. Bunun yanında, özellikle ülkemizin de yer aldığı gelişmekte olan ülkeler başta olmak üzere, ülke ekonomilerinde trafik kazalarından dolayı büyük miktarlarda ekonomik kayıplar da yaşanmaktadır. Trafik kazalarının azaltılması amacıyla, trafikte denetimlerin artırılması, yoldan kaynaklı kusurların giderilmesi, araç muayenelerinin sıklaştırılması, kaza önleme mekanizmalarının geliştirilmesi gibi çeşitli tedbirler alınmaktadır. Kazaların gerek şiddetinin gerekse sayısının azaltılmasında kaza kara noktaları olarak adlandırılan, trafik kazalarının yoğun bir şekilde yaşandığı kesimlerin tespiti ve iyileştirilmesi büyük önem arz etmektedir. Bu çalışmada, Coğrafi Bilgi Sistemleri’nden (CBS) yararlanılarak ağ tarama yöntemleri aracılığı ile kaza kara noktalarının tespiti yapılmakta ve bu yöntemlerin olumlu ve olumsuz yönlerinin ortaya konulması amaçlanmaktadır. Bu amaçla, İstanbul D100 karayolunda, basit sıralama, hücre kaydırma ve maksimum nokta arama yöntemleri kullanılarak kavşak ve yol kesimleri ayrı ayrı sıralanmış ve kaza kara noktaları K-ortalama kümeleme yöntemi kullanılarak belirlenmiştir.
Traffic accidents are causing deaths, injuries and material damage as well as traffic blocks, reduced road safety, noise and air pollution. According to the World Health Organization (WHO) 2015 Global Road Safety Status Report, the number of deaths after injuries in traffic accidents is expected to rise to the seventh place among all deaths by 2030. In addition, especially in developing countries where our country is involved, the country’s economies are also experiencing large amounts of economic losses due to traffic accidents. In order to reduce traffic accidents, various measures are taken, such as increasing traffic controls, removing road-related defects, increasing vehicle inspections, developing accidents prevention mechanisms. It is important to identify and improve the parts where traffic accidents occur intensely, which are called accident ground points in the reduction of the number of accidents and the severity of the number of accidents. In this study, the use of Geographic Information Systems (CBS) through network scanning methods is carried out to identify accident ground points and the objective is to identify the positive and negative aspects of these methods. For this purpose, on the Istanbul D100 road, the crossroads and roads are classified separately using simple ranking, cell switches and maximum point search methods, and the accident ground points are determined using the K-medium accumulation method.
Traffic accidents cause fatality, injury and property damage, as well as traffic congestion, road safety, noise, air pollution, and so on. According to Global Status Report on Road Safety published by World Health Organization (WHO) in 2015, deaths after traffic injuries are predicted to become the seventh leading cause of death by 2030. Besides, economic losses are occurred in large quantities in the developing economies like our country, due to traffic accidents. Various precautions are taken to reduce traffic accidents, such as increasing the number of traffic controls, eliminating road-related defects, increasing the frequency of vehicle inspections, and developing accident prevention mechanisms. In order to reduce the severity and the number of accidents, it has importance to identify and improve the zones called accident black spots where traffic accidents have occurred frequently. In this study, it is aimed to determine accident black spots by using Geographical Information Systems (GIS) and network screening methods and reveal the positive and negative aspects of these methods. For this purpose, the intersections and road segments at İstanbul D100 highway were sorted separately using simple ranking, sliding window and peak searching methods and accident black spots are determined using the K-means clustering method.
