New metropolitan municipality law (6360) which came after 2003-2005’s local governance and public administration reforms brings significant changes in the spatial governance and its development policies. Well before the new metropolitan municipality law, 26 Development Agencies were established since 2008 and they began its implementation. Development Agencies has set out by regional and local economic development goals. This paper discusses about an eventual city-region phenomenon in Turkey through the articulation of Development Agencies with the new metropolitan municipality framework within economic development policies and spatial governance dynamics. In this study, our goal is to make a reflection about an eventual formation of city-regional space in Turkey relying on decentralization and multi-level governance problematic.
