Bu çalışmanın amacı Öğretmenlik Meslek Kanunu’na ilişkin okul yöneticilerinin görüşlerini derinlemesine incelemektir. Çalışma grubunu Bayburt ili Merkez ilçesinde Millî Eğitim Bakanlığına bağlı devlet okullarının farklı eğitim ve yönetim kademelerinde halen çalışmakta olan 8 okul yöneticisi oluşturmaktadır. Çalışmada nitel araştırma yöntemi kullanılmaktadır. Veriler yarı yapılandırılmış görüşme tekniği hazırlanarak toplanmıştır. Literatür incelemesinde Öğretmenlik Meslek Kanunu’nun uzun zamandan beri öğretmenler tarafından beklenen bir kanun olduğunu söyleyebilmekteyiz. 14 Şubat 2022 tarihinde çıkan Öğretmenlik Meslek Kanunu eğitimin tüm paydaşları tarafından olumlu bir adım olarak değerlendirilmesine rağmen birçok kesim tarafından da yeterli görülmemektedir. Özellikle öğretmenlere karşı şiddeti engelleyecek maddelerin bulunmaması ve öğretmenlerin özlük haklarından ziyade daha çok maddi konuları içermesi eleştiri sebebi olmaktadır. Ayrıca sadece maddiyatın ön plana alınması öğretmenlik mesleğinin toplum nezdinde saygın bir meslek olmasına engel olmaktadır. Araştırma sonuçlarına göre katılımcılar öğretmenlik mesleğini özveri ve fedakârlık olarak tanımladıkları görülmekte, öğretmenlik mesleğinin sorunları olacakta fiziksel alt yapı eksiklileri ve veli ilgisinin yetersizlikleri sonucuna ulaşılmaktadır. Araştırmanın bir diğer sonucu ise toplum nezdinde öğretmenlik mesleğinin saygınlığının azaldığı, yeni çıkan Öğretmenlik Meslek Kanunu sayesinde bu durumun önemli bir değişime uğramayacağı; aksine medya tarafından maddiyat ön planda tutulduğundan öğretmenlik mesleğinin saygınlığının daha da azaldığı algısı oluştuğu sonucuna ulaşılmaktadır. Araştırma bulguları değerlendirildiğinde Öğretmenlik Meslek Kanunu öğretmenler ile beraber hazırlanan, öğretmenlerin özlük haklarındaki iyileşmelerin daha geniş bir perspektifte değerlendirildiği yeni maddelerin eklenmesi ile tüm bu olumsuz yargıların önüne geçilebileceği şeklinde çözüm önerileri sunulmuştur.
The aim of this study is to thoroughly examine the views of school managers on the Teacher's Professional Law. The work group is formed by 8 school managers who are still working in different levels of education and management of state schools associated with the Ministry of National Education in Bayburt or Central District. The research method is used in the study. The data was collected by preparing a semi-configured interview technique. In the study of literature, we can say that the teaching profession law is a law that has long been expected by teachers. The teaching profession law dated February 14, 2022 is considered a positive step by all stakeholders, but it is not enough by many sections. Especially because there is no material to prevent violence against teachers and that teachers contain more material subjects than their own rights. In addition, only taking the material in the forefront prevents the teaching profession from becoming a respectful profession in the community. According to the results of the research, participants see that teaching profession is defined as devotion and sacrifice, and the problems of teaching profession are achieved as a result of physical sub-structure deficiencies and deficiencies of parent interest. Another result of the research is that the reputation of the teaching profession in the community is reduced, the newly published teaching profession law will not make a significant change in this situation; on the contrary, the media holds the material in the forefront and the perception that the reputation of the teaching profession is further reduced. When the research findings are evaluated, the teaching profession law is prepared together with teachers, with the addition of new articles in which the improvements in the rights of the teachers are evaluated in a wider perspective and the solution proposals are presented in the form that all these negative judgments can be prevented.
The aim of this study is to deeply examine the views of school administrators on the teaching profession law. The study group consists of 8 school administrators who currently work in different education and management stages of public schools in Bayburt affiliated to the Ministry of National Education. Qualitative research method is used in the study. The data are collected by the semi-structured interview method. In the literature review, it can be said that the Teaching Profession Law has been awaited by teachers for a long time. Although the Teaching Profession Law enacted on February 14, 2022 is considered as a positive step by all stakeholders in education, it is not considered sufficient by many. In particular, it is criticized that there are no articles that prevent violence against teachers and that it gives weight to financial issues rather than teachers' personal rights. In addition, bringing only financial issues to the forefront prevents the teaching profession from being a respected profession in the society. According to the results of this research, the participants define the teaching profession as devotion and self-sacrifice, and it is seen that the problems of teacher profession are physical infrastructure deficiencies and parent inadequacies. Another result of the research is that the prestige of the teaching profession has decreased in the society and this situation will not change significantly with the newly enacted Teaching Profession Law. On the contrary, there is a perception that the prestige of the teaching profession has decreased even more since financial issues are prioritized by the media. When the research findings are evaluated, some solutions and suggestions are provided that all these negative judgments can be prevented by including new articles, which are prepared together with the teachers and in which the improvements in teachers’ personal rights are evaluated in a broader perspective, in the Teaching Profession Law.
