Bu makalenin amacı, Türkiye’nin istikrar, denge ve meşruiyet temelli geleneksel dış politikasının Cumhuriyetin başından itibaren gelişen deniz güvenliği stratejisi ile uyumunu tartışmaktır. Geleneksel dış politika ilkelerinin Türkiye’nin deniz güvenliği stratejisiyle ne derece örtüştüğü sorgulanırken daha iyi bir deniz güvenliği yönetişimi için uygun stratejiler saptanmaya çalışılacaktır. Hamasetten uzak, gerçek ve potansiyel gücü üzerinden değerlendirilmesi gereken Türk donanmasının hem bölgesinde güçlü olması hem de diğer ülkelerin donanmalarıyla rekabet edebilmesinin şartı, uzun dönemli, bütüncül ve esnek deniz güvenliği stratejilerine bağlıdır. Bu çerçevede Türkiye’nin meşru deniz yetki alanlarını kapsayan, boğazları ile limanlarının tehdit ve risklerden uzak olmasını sağlayacak koordineli deniz güvenliği stratejileri inşa edilmesinin önemine vurgu yapılmaktadır. Uluslararası sistemin dinamikleri ile zamanın koşullarını dikkate alan uzun dönemli deniz güvenliği stratejisi, Türk Deniz Kuvvetleri’nin uluslararası politikada Türkiye’nin hak ve menfaatlerini daha güçlü biçimde savunmasını sağlayacaktır.
This article discusses the compatibility of Turkey's stability, balance, and legitimacy-based traditional foreign policy with the evolving maritime security strategy since the beginning of the Republic. While questioning the extent to which the conventional foreign policy principles align with Turkey's maritime security strategy, efforts will be made to identify appropriate strategies for better naval security governance. The prerequisite for the Turkish Navy, which needs to be evaluated based on actual and potential power rather than rhetoric, to be both strong in its region and capable of competing with the navies of other countries is long-term, comprehensive, and flexible maritime security strategies. In this context, emphasis is placed on the importance of constructing coordinated maritime security strategies that encompass Turkey's legitimate maritime jurisdiction areas and ensure the safety of its straits and ports from threats and risks. Considering the dynamics of the international system and the conditions of the time, a long-term maritime security strategy will enable the Turkish Navy to defend Turkey's rights and interests in international politics more effectively.
