Özet:

This study was conducted to evaluate the public health specialists’ compulsory service based on a drawing of lots. In this descriptive study, 68 sets of compulsory service based on a drawing of lots since 2005 were evaluated by using archives of compulsory service sets indexed in the Ministry of Health General Directorate of Management Services in May 2016. The term of compulsory service lot, vacant positions, the number of people participating in the draw, service areas of provinces and their geographic areas, the university of graduation and gender were evaluated in the study. 236 public health specialists participated in 68 compulsory services based on a drawing of lots. After excluding participants, who attended to alibi drawing of lots, vacant positions opened for 158 public health specialists were analyzed in total. A total of 183 vacant positions have been opened in 68 drawing of for 158 public health specialists. 71% (n=130) of the opened positions (n = 130) were in public health directorates, while 29% (n = 53) is in community health centers (CHC). The most opened province in lots was Şanlıurfa (14 times). 26.8% (n = 49) of provinces opened in lots were in the Eastern Anatolia, 26.2% (n = 48) in Southeastern Anatolia and 19.7% (n = 36) in the Black Sea region. When evaluated according to service areas of provinces, 34.4% (n = 63) of provinces opened in lots were in Zone 6, 23% (n = 42) in Zone 5. 19.8% of opened positions in lots that were drawn in last 5 years were in CHC, while %39.1 of opened positions in lots that were drawn in last 5 years were in CHC (p = 0.007). In compulsory service based on a drawing of lots, public health specialists were mostly assigned to work in provinces that are in underdeveloped service areas. Opened CHC positions in lots are increasing in the last 5 years.
