Abstract:

The most important feature of public spending is that it is achieved in accordance with social needs. The public spending varieties can be expressed that each of them serves different social purposes. In this study, it is sought to determine the relationship between public education spending, public health spending and public social protection spending with the human development index. In this regard, the data from 29 European countries were analyzed by the Human Development Index, public education expenditure, public health expenditure and public social protection expenditure, which occurred between 2009 and 2018. Panel data analysis has been selected as an analysis method because it recognizes the possibility of analysis of both time and cutting size. In this scope panel unit root tests, panel integration test, FMOLS test and panel causality test Dumitrescu and Hurlin (2012) were carried out. According to the results of the analysis, a meaningful and positive relationship between public education spending, public health spending and public social protection spending and human development has been identified.
