Abstract:

Departments of Investment Monitoring and Coordination (DIMC) established after Law No. 6360 (Establishment of Metropolitan Municipality and Twenty-seven County in Fourteen Cities and Law Amending Certain Laws and Decree Laws), opened the doors of a new discussion. In this study, DIMC regulation of the existing law has been evaluated within the framework of European Charter of Local Self-Government. When the law articles are examined, a new institutional structure with increased tutelage is observed. The powers granted to the governors over DIMC have the potential to cause administrative and financial damage to the principle of autonomy of local administrations. In this study, the effects of there lated institution can be discussed in the framework European Charter of Local Self Government. On the other hand, to what extent compatible is the European Charter of Local Self-Government with 6360 number law? In this study, was made some analysis about this situation and central local relations through DIMC. Document analysis of qualitative research data collection techniques was used in the study.
