Seçim Sistemleri ve Parti İçi Demokrasi: Kısa Bir Analiz

Abstract:

Günümüzde demokratik sistemlerin tamamına yakını “temsilî demokrasi” niteliğindedir. Adından da anlaşılacağı üzere temsilî demokrasiler, seçmen iradesinin temsilciler ya da milletvekilleri ile aracılığıyla kullanıldığı rejimleri ifade etmektedir. Diğer taraftan demokratik sistemlerin vazgeçilmez unsurları olarak kabul edilen siyasi partiler aynı zamanda temsilî sistemin omurgasını oluşturmaktadır. Son iki yüzyıldan beri tarih sahnesinde boy gösteren siyasi partiler olmadan demokratik sistemden söz edilemez. Seçimlerde kullanılan oyların milletvekili adayları arasında paylaştırılması seçim kanunlarında düzenlenmiştir. Oyların paylaştırılmasına ilişkin kurallar seçim sistemlerini meydana getirmektedir. Bir ülkede benimsenen seçim sistemi, siyasi partilerdeki iç demokrasiyi ya da parti içi demokrasiyi yakından ilgilendirmektedir. Siyasi partilerin demokrasinin kurumsallaşmasında olumlu rol oynayabilmesi için, kendi içinde belirli ölçüde de olsa demokratik ilkeleri benimsemiş olması gerekmektedir.

Abstract:

Today, almost all democratic systems are of “representative democracy”. As the name implies, representative democracies are not meant to express regimes in which voter will is mediated by representatives or deputies. On the other hand, political parties, which are accepted as indispensable elements of democratic systems, also form the backbone of the representative system. The democratic system cannot be mentioned without the political parties that have been on the stage of history since the last two centuries. The sharing of the votes cast in the elections among the candidates for parliament is regulated by the election laws. Rules regarding the distribution of votes constitute electoral systems. The election system adopted in a country closely concerns internal democracy in political parties or intra-party democracy. In order for political parties to play a positive role in the institutionalization of democracy, they must have adopted democratic principles to a certain extent within themselves.
