Abstract:

In the Ottoman state's political iscan, the Tanzimat revolution has an important place. For one of the problems that they were sensitively standing on the rulers of the revolution, who saw themselves in the power to solve the issues accumulated over the years, was the testament and practice of a regular policy of eccan. The restoration of the damaged iscan system in these years to a healthy structure was creating awareness of the necessary steps to eradicate the disadvantaged aspects of the state and social order. The Sultan II. Mahmud, in his instructions for the implementation of the reforms that he sees misleading here, after the oppression of the rebellions in the state of Bosnia, ordered the re-interpretation of the former Islamic regime. The goal of this period is to place foreign citizens who are in the Ottoman state, including Muslims or non-Muslims, who fall into the state of Muhacir due to various wars, in empty, efficient and problem-free neighborhoods. Furthermore, the supply of the asset, the increase of taxes and the collection according to the procedure, the attempt to exhaust the housing-göçer assets from 1840s to the various places of Anadolu to make the number of soldiers to be taken into the army sufficient, also forms another aspect of the policy of exhaust transition.
