Çalışma, Doğu Blokunun yıkılması ve SSCB’nin dağılmasıyla bölgesel güç aktörü haline gelmek isteyen Türkiye’nin, dış politikasında Türki Cumhuriyetlerle yakın ilişki tesis etmek amacıyla belirlediği stratejiler ile bu kapsamda izlediği yöntemleri değerlendirmek amacıyla yapılmıştır. Böylece çalışmanın başlıca amacı, Türkiye’nin, Soğuk Savaş’ın sona ermesinden sonra değişen bölgesel politikasını incelemek ve bu bağlamda Orta Asya Devletleri ile kurduğu siyasi, ekonomik ve kültürel ilişkileri incelemektir. Bu amaçla çalışma boyunca, Türkiye’nin Orta Asya’ya yönelik politikası iki süreç çerçevesinde ele alınmıştır. Öncelikle, Türkiye’nin bu devletlerin bağımsızlığını tanıyan ilk ülke olarak, herhangi net bir çizgi belirlemeden, coğrafyayı incelemeden, yani hazırlıksız bir şekilde bölgede bir model (daha doğrusu “lider”) olma çabasına giriştiği ve Rusya Federasyonu’nu göz ardı ederek bölgedeki Rus etkisini kırmaya yönelik aktif bir politika izlediği 1991-1995 yılları arası dönem ele alınmıştır. İkinci olarak ise, Türkiye’nin, hem kendi gücünü, hem de bölgesel gerçekleri daha iyi tahlil eden, Rusya’yı dışlamayan, gerçekçi, dengeli ve karşılıklı işbirliğine dayalı politikalar üretmeye başladığı 1995’ten 2001 yılına kadar olan dönem incelenmiştir. Sonuç olarak, Türkiye’nin, hatalarından pay çıkararak, daha gerçekçi politikalar ürettiği ve bu doğrultuda Orta Asya’yla ilişkilerinde “ağabeylikten kardeşliğe”, “patronluktan ortaklığa” yumuşak bir geçiş süreci sağlama yoluna gittiği görülmüştür.
The study was carried out in order to evaluate the strategies that Turkey, who wants to become a regional power actor with the collapse of the Eastern Block and the dissolution of the Soviet Union, in its foreign policy intends to establish close relations with the Republics of Turkey and the methods it follows in this scope. Thus, the main objective of the study is to examine the regional policy of Turkey that changes after the end of the Cold War and to examine the political, economic and cultural relations it establishes with the Central Asian States in this context. During the work with this aim, the policy of Turkey towards Central Asia has been discussed in two processes. First of all, the period between 1991-1995 was discussed, when Turkey, as the first country to recognize the independence of these states, without any clear line, without examining the geography, meaning unpreparedly attempting to become a model in the region (or rather "leader") and following an active policy to break the Russian influence in the region by neglecting the Russian Federation. Secondly, the period from 1995 to 2001 was examined, when Turkey began to produce policies based on realistic, balanced and mutual cooperation, which better assessed both its own strength and regional facts, which did not exclude Russia. As a result, it has been seen that Turkey, taking part in its mistakes, produces more realistic policies and in this direction goes to the way of providing a soft transition process in its relations with Central Asia "from brotherhood to brotherhood", "from patronage to partnership".
