Bu çalışmada, ağız ve diş sağlığı hizmeti sunan tesislerin göreli etkinliklerini ölçmek için bir Veri Zarflama Analizi (VZA) modeli önerilmiştir. Bu amaçla, karar verici tercihlerinin model çıktılarına, yani tedavi alternatiflerine yansıtılabildiği Ağırlık Kısıtlı VZA (AK-VZA) modeli kurgulanmıştır. Çıktıların hepsinin eşit önemde olduğunu varsayan Temel VZA (T-VZA) modeli ise karşılaştırma amacıyla kullanılmıştır. İstanbul’da Sağlık Bakanlığı’na bağlı tesisler üzerinde yapılan analiz sonuçları, önerilen AK-VZA’nın T-VZA’ya göre daha gerçekçi ve seçici sonuçlar verdiğini göstermiştir. Tesislerin etkinlik performanslarına bakıldığında ise, Ağız ve Diş Sağlığı Merkezleri (ADSM) ve Ağız ve Diş Sağlığı Hastaneleri (ADSH) gibi büyük ölçekli tesislerin Eğitim Araştırma Hastaneleri (EAH) ve Devlet Hastaneleri (DH) gibi ağız ve diş sağlığı açısından küçük ölçekli tesislere göre çok daha etkin olduğu görülmüştür. Bu sonuçlar, ağız ve diş sağlığı hizmetlerinde tesis büyüklüğünün etkinlik için önemli bir unsur olduğunu göstermektedir.
In this study, a Data Coverage Analysis (VZA) model was proposed to measure the relative effectiveness of the facilities offering oral and dental health services. For this purpose, the weight-limited VZA (AK-VZA) model has been established, which can be reflected in the model output of its decision-making preferences, i.e. in the treatment alternatives. The Basic VZA (T-VZA) model that assumes that all outcomes are of equal importance is used for comparison purposes. The results of the analysis on facilities related to the Ministry of Health in Istanbul showed that the recommended AK-VZA provides more realistic and selective results than the T-VZA. With regard to the performance of the facilities, large-scale facilities such as oral and dental health centers (ADSM) and oral and dental health hospitals (ADSH) have been shown to be much more effective than small-scale facilities in terms of oral and dental health such as educational research hospitals (EAH) and state hospitals (DH). These findings show that the size of the facility in oral and dental health services is an important element for the performance.
