Türkiye Cumhuriyeti’nin kurulması ile birlikte siyaset, ekonomi, askeriye, sağlık ve eğitim gibi hemen her alanda yeni bir başlangıç yapılmıştır. Elbette ki yeniden tesis edilen bu öğeleri özellikle de askeriyeyi tarihten bağımsız olarak düşünmek güçtür. Tarihe “Ordu-Millet” anlayışı ile iz bırakan Türk Milleti, askerlik sanatındaki mahareti sayesinde birçok devlet kurmuştur. Geçmişindeki bu özelliği ile dünya tarihini etkileyen olgular yaşanmasına sebebiyet veren Türk Ordusu, Birinci Dünya Savaşı’nda dahil olduğu İttifak devletleri ile beraber ciddi bir yenilgi almıştır. Hemen akabinde cereyan eden Kurtuluş Savaşı’nda her ne kadar ortaya çıkan işgal durumunu bertaraf etmişse bile dünya devletleri nezdinde sahip olduğu en caydırıcı güç olan orduyu, teknoloji, sağlık, eğitim gibi alanlarda yeniden revize etme ihtiyacı devam etmiştir. Yeni devletin kurulması ile birlikte bu çalışmalar başlamıştır. Cumhuriyet’in ilk on yılı içerisinde bu alanda yapılan yenilikler, günümüzde Millî Savunma Bakanlığı olarak anılan geçmişteki ismiyle Milli Müdafaa Vekaleti tarafından rapor edilmiştir. Bu çalışmamızda arşiv kaynakları ışığında bu raporlar ve bahsi geçen bakanlık nezdinde yapılan yenilikler incelenmiştir.
With the establishment of the Republic of Turkey, a new beginning has been made in almost every field, such as politics, economy, military, health and education. Of course, it is difficult to think of these re-installed elements, especially the military, independently of history. With the establishment of the Republic of Turkey, politics, economy, military, and a new beginning is made in almost all areas such as health and education. Of course, it is difficult to think of these reconstructed elements, especially the military, independently of history. The Turkish Nation, which left its mark in history with its "Army-Nation" understanding, established many states thanks to its skill in the military art. The Turkish Army, which caused the events that affected the world history with this feature in the past, suffered a serious defeat together with the Alliance states in the First World War. Even though it eliminated the occupation situation that emerged in the War of Independence that took place immediately after, the need to revise the army, which is the most deterrent power in the eyes of the world states, in areas such as technology, health and education continued. These studies started with the establishment of the new state. The innovations made in this field in the first decade of the Republic were reported by the Ministry of National Defense with the name of the past, which is now referred to as the Ministry of National Defense. In this study, these reports and the innovations made in the aforementioned ministry were examined in the light of archive sources.
