Bir devletin dış politika yapımında akrabalık ve soydaşlık bağlarının belirleyiciliği tartışma konusudur. Bu tartışmalar Türk dış politikası bağlamında da yapılmaktadır. Soydaşların bulundukları ülkelerde güç kazanmaları Türkiye’nin bölgede nüfuzunu artıracağı için Türkiye, soydaşlarının siyasi örgütlenmesine, can güvenliğine ve kültürel haklarına önem vermektedir. Türkiye’nin soydaşlarına kamu diplomasi araçlarıyla duygusal yaklaşımı, ırksal temelli bir dış politika izlediğini de düşündürmektedir. Ancak bu çalışmada Türkiye’nin rasyonel dış politikadan uzaklaşmadığı varsayılmıştır. Bu varsayım, Türkiye’nin Irak Türkmenleri politikası bağlamında incelenmiştir. İncelenen vakalarda, Türkiye'nin dış politikada rasyonel güç ilişkilerini dikkate alan ve ulusal çıkarını önemseyen bir devlet olduğu sonucuna varılmıştır.
In the development of a state’s foreign policy, the determination of the relativity and co-relationship relationships is the subject of discussion. These discussions are also held in the context of Turkish foreign policy. As the power gain in the countries where the co-workers are, Turkey will increase its influence in the region, Turkey emphasizes its co-workers’ political organization, safety and cultural rights. Turkey’s emotional approach to its co-workers through public diplomacy means, racial-based foreign policy. However, it is assumed that Turkey is not away from the rational foreign policy. This assumption was studied in the context of Turkey’s Iraqi Turkmen politics. In the cases examined, the conclusion was that Turkey is a state that takes into account the rational power relations in foreign policy and care for its national interests.
Kinship ties determinism in the state’s foreign policy is a matter of debate. These debates are also held in the context of Turkish foreign policy. Turkey increases its influence in the region when kinship gets power in its country. Therefore Turkey attaches importance to kinship’s political organization, cultural rights, and safety. Turkey’s emotional approaches to kinship by public diplomacy tools suggesting Turkey’s foreign policy based on racial watch. However, in this study it is assumed that Turkey’s foreign policy is rational. This assumption has been examined with the Turkey’s Iraqi Turkmens policy. The study concluded that Turkey is taking into account the rational power relations and cares about its national interests.
