Denizcilik eğitimi, Gemiadamlarının Eğitim, Belgelendirilme ve Vardiya Standartları Hakkında Uluslararası Sözleşme (STCW) hükümleri uyarınca uluslararası standartlarda sürdürülmesi gereken bir öğrenim sürecidir. Türkiye’de çeşitli yeterlilikteki güverte ve makine zabitlerinin eğitiminde önemli rolü olan eğitmenler “Gemiadamları ve Kılavuz Kaptanlar Eğitim ve Sınav Yönergesi” nde “Denizci Eğitimci” olarak tanımlanmaktır. Gemiadamları ve Klavuz Kaptanlar Eğitim ve Sınav Yönergesinde, denizcilik eğitimi veren kurumlarda mesleki dersler konusunda belirli sayıda denizci eğitimci belgesine haiz eğitimciler bulundurma zorunluluğu getirilmiştir. Çalışmamızın amacı ilgili yönergede belirtilen denizci eğitimci şartlarının STCW sözleşmesi çerçevesinde değerlendirmesini yapmak ve denizci eğitimcilerin belgelendirmesine yönelik öneriler sunmaktır. Bu doğrultuda Yüksek Öğretim Kurumu (YÖK) ve Millî Eğitim Bakanlığı (MEB) bünyesinde denizcilik alanında eğitimi veren kurumların eğitimci profilleri araştırılmıştır. Söz konusu kurumlarda görev yapan eğitimcilerin denizci eğitimci ve gemi adamı yeterlilikleri birlikte irdelenmiştir. Bunun yanında YÖK’ün deniz ulaştırma işletme mühendisliği ve gemi makineleri işletme mühendisliği bölümlerinin müfredatları ile denizci eğitimci nitelik ve nicelikleri arasındaki ilişki kıyaslanmıştır. MEB bünyesinde görev yapmakta olan ve bilgilerine ulaşılabilen 83 Denizci Eğitimciden 56 tanesinin herhangi bir gemiadamı yeterliği bulunmadığı sadece 12 tanesinin eğitiminden sorumlu oldukları alanların lisans programından mezun olduğu ortaya çıkmıştır. Ayrıca YÖK’e bağlı denizcilik alanında eğitim veren kurumlarda öğretim elemanı olarak görev yapan 149 akademisyenden 94’ü denizci eğitimci yeterliliğine sahipken, 46’sı deniz ulaştırma işletme mühendisliği ya da gemi makineleri işletme mühendisliği lisans alanlarından mezundur. İnsan hatalarının kazalar üzerindeki payı %75 düzeyinde olduğu çeşitli araştırmalarda belirtilmiş ve insan hatalarının nedenlerinden birisinin de eğitim eksikliği olduğu ortaya konmuştur. Sonuç olarak çalışmamızda denizcilik eğitiminde rol alan denizci eğitimcilerin belgelendirilmesine yönelik eleştiriler ve öneriler sıralanmıştır
Maritime training is a process of learning that must be carried out in international standards in accordance with the provisions of the International Convention on Training, Certification and Wardy Standards (STCW). In Turkey, the trainers who have an important role in the training of various qualifications and machinery officers are defined as "Maritime Trainer" in the "Shipman and Guide Captain Training and Examination Guidelines". In the Training and Examination Guidelines of Navy and Captain Guidelines, a certain number of marine trainer certificates on professional courses in the institutions that provide marine training are required to have trainer or trainer. The aim of our study is to evaluate the marine training requirements specified in the relevant guidelines within the framework of the STCW agreement and to provide recommendations for certification of marine training professionals. According to this, the educational profiles of the institutions that provide education in the field of marine have been investigated within the Higher Education Institution (YÖK) and the Ministry of National Education (MEB). The skill of the marine trainer and shipman of the trainer in the institutions in question has been combined. In addition, the relationship between the programmes of the YÖK's maritime transportation operational engineering and the departments of maritime engineering of shipping machines and the qualifications and quantities of maritime trainer has been compared. It was revealed that only 12 of the 83 Navy Trainer who are in charge of the MEB and can be accessed to their information, 56 of them are graduated from the bachelor’s program of the fields they are responsible for training. In addition, 94 of the 149 academics working as teachers in the institutions that educate in the field of maritime associated with YÖK have maritime training qualifications, while 46 are graduated from the Bachelor's fields of maritime transportation operating engineering or maritime machinery operating engineering. A number of studies showed that human errors account for 75% of accidents and that one of the causes of human errors was lack of education. As a result, our study has ranked criticisms and recommendations for the certification of sailors who participate in maritime training.
