Abstract:

After the 1980s, a process of change in the public administration began. This change has played a leading role in the public administration reforms carried out after the 2000s. The name of this wind of change, which brings sound in many countries, has been recognized as the New Public Administration (YKY) approach worldwide. YKY is a management concept with the slogan "active and result-focused" which has the character of opposition to the bureaucratic paradigm of traditional (classic) governance. In the public administration, it has carried out a long breathing process of change, not temporary in the structural and functional direction. Along with the adoption of a state model that predicts decrease, the public, private sector and civil society organizations claim that a democratic and participatory government will bring solutions to the economic and social problems of the period. Unacceptable by many researchers of the time along with its supporters, the YKY has developed the basic characteristics that are exclusive to a bureaucratic state, re-updated in the perspective of changing ages and technological developments, in the direction of efficiency and entrepreneurship. In this study, we are talking about YKY, one of the trend management approaches of public administration. Since it was accepted, the achievements of the YKY's public administration seat are evaluated at the current point of validity. In line with the achievements, the YKY is discussed what the future is expected. The method used in the study is a comprehensive scan of literature. The study has found that YKY has entered a reform process in the face of changing information and communication-based developments and has made a very significant contribution to public administration.
