İnsanoğlunun iletişimde kullandığı en eski yollardan biri mektuptur. Mektuplar, yazıldığı dönemin sosyal, kültürel ve siyasi atmosferini sonraki nesillere ışık olması açısından önemli bir yer tutar. Zira bunlar, tarihin tanığı ve vesikaları konumundadırlar. Çalışmanın konusu olan tevkî’ât da bu tür yazılan mektup ya da dilekçe diyebileceğimiz yazılara verilen cevaplar olup devlet erkânı veya onları temsilen yazılan kısa ve öz cevaplar olarak karşımıza çıkmaktadır. Bu verilen cevaplar Arap Edebiyatının önemli nesir türlerinden olan tevkî’âtın, yeni bir edebiyat alanı olarak ortaya çıkmasını sağlamış ve giderek gelişmesine zemin hazırlamıştır. Yazılı nesir türü olan bu edebiyat türü Cahiliye Dönemi’nde varlık bulamamıştır. Zira okuma yazmanın çok dar ve sınırlı alanlarda kullanıldığı bu devirde, böyle bir edebiyat dalının ortaya çıkması için uygun zemin oluşmamıştı. Ancak yeni dinin Arap toplumuna gelmesiyle beraber, bütün alanlarda köklü değişim ve dönüşümler olmuştur. Şüphesiz bunlardan biri de yazı kültürünün kısa zamanda yayılmasıdır. Yazının çok kısa zamanda etkisini göstermesi, yeni devletin kısa zamanda kurumsallaşma yönünde ilerlemesi, bu nesir türünün ortaya çıkmasına ve gelişmesine katkı sağlamıştır. Bu çalışmada tevkî’âtın ortaya çıkıp geliştiği dönem olan Sadru’l-İslâm Dönemi ele alınmış, önce Sadru’l-İslâm Dönemi’nin sınırları belirlenmiş, daha sonra bu dönemde nesir ve türleri, tevkî’âtın önemi, tevkî’âtın belâgat ilmine olan katkısı incelenmiş, akabinde sözlük ve terim tanımları yapılmıştır. Daha sonra tarihi seyri, şartları, örnek ve temaları işlenmiştir.
One of the oldest ways the human being uses in communication is the letter. Letters hold an important place in order to make the social, cultural and political atmosphere of the period in which they are written a light to the next generations. These are witnesses and witnesses of history. The subject of the study is also the answer given to such written letters or requests that we can call; it comes to us as short and self-response written by the state or represented by them. These answers have made it possible that the Tevkî’at, an important generation of Arab literature, appears as a new literary field and has prepared the ground for its progressive development. This kind of literary generation, which was written, did not exist in the ignorance period. Because in this period of reading and writing used in very narrow and limited areas, such a branch of literature had not formed the appropriate ground for the appearance. But with the arrival of the new religion into the Arab society, there have been radical changes and transformations in all areas. One of these is, without a doubt, the rapid spread of literary culture. The fact that the paper showed its impact in a very short time, the progress of the new state in the direction of corporation in a short time, has contributed to the emergence and development of this generation. In this study, the period in which the Tevki’s appearance and development was discussed, first the limits of the Tevki’s-Islam period were determined, then in this period the generations and types, the importance of Tevki’s contribution to the knowledge of Tevki’s belâgat, and then the dictionary and term definitions were made. Then the historical journey, the conditions, the examples and the themes were processed.
