Turizm sektörü özellikle yirminci yüzyıldan itibaren dünya genelinde büyük bir gelişim göstermeye başlamıştır. Bu gelişime bağlı olarak da bu sektörden faydalanmaya başlayan ülkelerin hem ekonomik hem de sosyo-kültürel yapıları üzerinde hızlı değişim ve gelişmelerin olduğu dikkati çekmiştir. Küreselleşme olgusunun da etkisi ile birlikte ortaya çıkan ihtiyaçlara ve taleplere bağlı olarak turizm sektöründe çeşitlenme ile zenginleşmenin olduğu görülmeye başlamıştır. Turizm çeşitlilikleri içerisinde kış turizmi, kayak turizmi veya dağ turizmi gibi farklı adlandırmalarla önemli bir sektör ortaya çıkmıştır. Türkiye bu sektöre biraz geç sayılabilecek bir süreçte adım atmış olsa bile hızlı bir gelişme göstermiş ve turizm stratejilerinde kış turizmine önemli bir yer vererek yatırımlar yapmaya başlamıştır. 2023 Turizm Stratejisi kapsamında doğu batı doğrultusunda Erzincan’dan başlayıp Erzurum, Ağrı, Kars, Ardahan güzergâhına doğru ilerleyen koridor kış turizmi yatırım bölgesi olarak ilan edilmiş ve kamusal yatırımlar yanında özel sektör yatırımlarında da öncelikli bölgeler arasına alınmıştır. Çalışmada Ağrı ilinde mevcut olan kış turizmi potansiyelinin tespit edilip merkezlerin belirlenmesi ve turizm sektöründe yapılabilecek yeni yatırımlar için yol gösterici olunması amaçlanmıştır. Araştırmalarda, saha incelemeleri tamamlandıktan sonra gözlemden elde edilen veriler içerik analizi, yazılı kaynaklardan elde edilen veriler doküman analizi, Tarım ve Orman Bakanlığı ile Meteoroloji Genel Müdürlüğü’nden alınan istatistiki veriler ise frekans analizine tabi tutularak sentezlenip yorumlanmıştır. Araştırma sahasında yükseltinin fazla olduğu dağlık bölgelerde özellikle de kuzey yamaçlarda karın yerde kalma süresinin yaklaşık 110 gün kadar olması, kış turizmi açısından elverişli bir yapıya sahip olduğunu göstermektedir. Ayrıca ülkemizin en yüksek dağı olan Ağrı Dağı’nın varlığı da bölgedeki turizm aktivitelerini arttıracak ve Ağrı’ya büyük zenginlik katacaktır. Bunun dışında 1960’lı yıllardan itibaren Ağrı ilinde farklı zamanlarda ve yerlerde beş farklı kayak tesisinin yapıldığı ancak sürdürülebilirlik açısından değerlendirilemediği anlaşılmıştır. Bu tesislerden hali hazırda aktif olarak kullanılan tek kayak merkezi ise tesis ve altyapı açısından yetersiz olduğundan dolayı turizm aktivitelerine hizmet verebilecek bir donanımda olmayıp, yöre halkına günübirlik bir hizmet verebilmektedir. Sonuç olarak hem topoğrafik hem de klimatolojik faktörlere göre zengin bir kış turizmi potansiyeline sahip olan Ağrı ilinde bu yapının yeterince değerlendirilemediği anlaşılmaktadır.
The tourism sector has begun to show great development throughout the world, especially since the twentieth century. As a result of this development, it has also noted that the countries that begin to benefit from this sector have rapid changes and developments in both their economic and socio-cultural structures. Globalization has also begun to see that diversification and enrichment in the tourism sector, depending on the needs and demands arising along with the impact of the phenomenon. In tourism diversity, a significant sector has emerged with different names such as winter tourism, ski tourism or mountain tourism. Although Turkey has taken a step in a process that can be a bit late in this sector, it has shown rapid development and has started investing in tourism strategies by giving a significant place to winter tourism. In the framework of the 2023 Tourism Strategy, the corridor, starting from Erzincan to the east-west and moving towards the Erzurum, Ağrı, Kars, Ardahan route, was declared an investment area in winter tourism and was included among the priority areas in private sector investments in addition to public investments. The study aims to identify the potential of winter tourism that is available in the province of Dolce and to identify the centers and be a guide for new investments that can be made in the tourism sector. In research, the data obtained from the observation after the field examinations have been completed content analysis, the data obtained from written sources document analysis, and the statistical data obtained from the Ministry of Agriculture and Forestry and the General Directorate of Meteorology have been synthesized and interpreted by keeping them subject to frequency analysis. The research shows that in mountainous areas where the rise in the field is too high, especially in the northern edges, the time of stay of the snow on the ground is approximately 110 days, it has a favorable structure for winter tourism. In addition, the presence of the Mountains of Pain, the highest mountain in our country, will also increase tourist activities in the region and add great wealth to Pain. In addition, since the 1960s, it has been understood that five different ski facilities have been built at different times and places in the province of Dolor, but it has not been assessed in terms of sustainability. The only ski center that is currently actively used from these facilities is not in a equipment that can serve tourist activities because it is insufficient in terms of facility and infrastructure, and can provide a daily service to the local people. As a result, it is clear that both topographic and climate factors have a wealthy potential for winter tourism in the Pain Province that this structure is not sufficiently evaluated.
