Abstract:

Crises in the last century in the global context, socio-economic, political, military, etc. Many kinds have appeared. It is available in historical sources where the impacts of current crises are felt in local, national and international dimensions. The last coronavirus crisis (Covid-19) was first seen as a health crisis, but in a short time it brought together social, economic and human crises. There are several actors in the management of the current situation. The number of these actors in democratic countries is quite high from the central government to local governments, and they all have important tasks in which they perform. From this point of view, the local governments are seen as an important actor in the geography where the municipalities are located for reasons such as the location in the service offering, the reasons for the assets, the resources they use and the tasks arising from the legislation. The objective of this study is to try to show that the major city municipalities are an important actor in the Kiriz management processes in various aspects. In this framework, the tasks that the major city municipalities perform as an actor in the process of the coronavirus (Covid-19) epidemic have been addressed based on the economic, political, legal and citizen perspective. In the framework of the research, the data related to the major city municipalities ranked in the top five in Turkey were created using various scientific research and the information that the municipalities disclose to the public in various ways.
