Nowadays, one of the most pressing issues that healthcare managers is planning the healthcare workforce based on the institutional needs. Presence of significant relationship between the structure of the healthcare workforce, the quality and efficiency of healthcare services has been reported in healthcare literature. Increased quality and efficiency of healthcare services allow to healthcare institutions that has increase their brand awareness and competitive capability nationally and internationally. Thus, it is important to provide the right number of healthcare professional with the right qualifications at the right time and right place in order to improve the efficiency and effectiveness of healthcare services.The goal of this study is to explain how to make a planning of the human health resources which are the major determinants of the quality, properties and recurrent cost of health service provisions in Turkey
