Abstract:

The purpose of this article is to identify that there is a relationship between international negotiations and the transitional period in the international political system. The transitional periods are the processes in which not only the international system, but also international negotiations are uncertain. International negotiations have seven variations in this regard. These include the structure of the international political system, the level of the international political system, the type of international conflicts, international economic, political and military capabilities, international geographical locations, age of actors and internal political instabilities. The transition plays a role that increases uncertainty. However, between the parties to international negotiations, perception differences and emotional reactions arise. The most influential of the variables is the level of the system and the geographical position. As a result, uncertainty outside negotiations affects negotiations and becomes more difficult to reach an agreement.
