Osmanlı Devleti’nin son yüzyılını meşgul eden değişimler ve yenilikler, Birinci Dünya Savaşı ve Kurtuluş Savaşından sonra kaçınılmaz bir safhaya girerek yeni bir devletin kuruluşu ve yeni bir rejimin kabulüne evirilmiştir. Milli egemenlik düşüncesi ile milletlerin kendi devletlerini kurma duygusu ulus devlet anlayışını ve cumhuriyeti gerekli kılan zeminleri oluşturdu. Devlet, monarşi yönetiminden ulus devlet yapısına ve demokratik cumhur yönetimine geçerken toplum, imparatorluk ve teokratik düşüncenin ürünü olan reaya/ümmet kimliğinden birey/vatandaş olma kimliğine doğru bir karakter kazanmaya başlamıştır. Mustafa Kemal Atatürk ve dava arkadaşları, yeni kurdukları devleti çağdaş yapıya kavuşturmak ve muasır medeniyetler seviyesine ulaştırmak için her alanda çalışmaya başlamışlardır. Ulus devletin inşası ve toplumun çağdaş bir yapı kazanması sadece merkezi kurumların ve idarenin değişmesiyle değil, tüm kurumların ve toplumun değişmesiyle mümkün olacaktı. Bu nedenle Cumhuriyet sadece bir yönetim tarzı olmayıp, bir yaşam tarzı olarak ülkenin ve toplumun her alanında kendini göstermeye başlamıştır. Tüm ülkede olduğu gibi Bitlis vilayeti de cumhuriyetin ilanıyla birlikte büyük bir değişim ve gelişim safhasına girmiştir. “Atatürk Döneminde Bitlis” isimli bu çalışmada Cumhuriyetin ilanıyla birlikte başlayan yeni süreçte Bitlis’te idari yapı, nüfus, sosyal ve ekonomik yaşam, eğitim, sağlık, ulaşım, ticaret, adli yapı ve siyasi durum ele alınarak ayrıntılı bir şekilde incelenmeye çalışılmıştır.
The changes and innovations that occupied the last century of the Ottoman Empire, entered an inevitable phase after the First World War and the War of Independence, and evolved into the establishment of a new state and the acceptance of a new regime. The idea of national sovereignty and the sense of nations to establish their own states formed the basis for the understanding of the nation-state and the republic. While the state is transitioning from the monarchy to the nation-state structure and the democratic republic; society, the empire and the product of theocratic thought began to gain a character from the identity of the reaya/ummah to the identity of being an individual/citizen. Mustafa Kemal Atatürk and his colleagues started to work in every field in order to bring the newly established state to a modern structure and to bring it to the level of contemporary civilizations. The construction of the nation-state and the society's gaining a modern structure would be possible not only with the change of central institutions and administration, but also with the change of all institutions and society. For this reason, the Republic has begun to show itself in all areas of the country and society, not just as a management style, but as a lifestyle. As in the whole country, the province of Bitlis has entered a phase of great change and development with the proclamation of the republic. In this study named “Bitlis in the Age of Atatürk”; In the new process that started with the proclamation of the Republic, the administrative structure, population, social and economic life, education, health, transportation, trade, judicial structure and political situation in Bitlis were tried to be examined in detail.
