Occupational philosophy consists of the abstract concepts which direct the occupational behaviors and practices within “values, purposes and decisions” basis. Historically, the philosophical foundations of nursing care have been laid by providing care to poor, sensitive and disadvantaged groups at their homes. Public health and nursing completes each other because of their nature. The purpose in this article is to identify the public health nursing philosophy and to argue the reflection of this philosophy on general nursing profession within supplemental framework of nursing philosophy. The article aims to find an answer to “What is the meaning of being a nurse through the public health nursing philosophy” question. There is a paradigm shift from hospital-based health services to community-based health services within health services. While the past perspective was “nurses care the patients”, nowadays “nurses protect the healthy people” perspective has a priority. The basic philosophy of the practices of public health nurses is to prevent the inequalities within the society, to protect and develop social justice and health. The nurses working in the hospital, school, working place, elderly care home, wherever they are, they must provide their care through the public health nursing philosophy. Consequently, the approach of community-based public health nursing must be a philosophy of care which will guide all of the nurses
