Türkiye’de idari sistem yaygın kanıya göre merkeziyetçi olarak tanımlana gelmiştir. Bahsedilen merkeziyetçiliğin Fransa’dan esinlenilerek oluşturulduğu fikri, ampirik olsun olmasın, bu alanda yapılan bazı çalışmaların ortak görüşünü oluşturmaktadır. Bu çalışmada, 1928-1930 yılları arasında İdare Mecmuası’nda (İM) yayımlanmış erken Cumhuriyet devri elitlerinin makaleleri incelenmiştir. Buradan hareketle söz konusu elitlerin, salt Osmanlı idarî sisteminden devralınan Fransız modelini kopyalamaktan ya da devam ettirmekten öte Cumhuriyet idaresini ve reformlarını ülke genelinde pekiştirmek ve yaymak, şehirleşmeyi sağlamak kaygıları ile merkeziyetçilik fikrini savundukları gözlemlenmektedir. Çalışmanın temel hipotezi nitel araştırma yöntemine dayalı olarak bu makalelerin incelenmesiyle doğrulanmaya çalışılmıştır. Sonuçta, vilayet idaresindeki düzenlemelerin ve 1930 Belediye Kanunun, elitler tarafından merkeziyetçi bir bakış açısıyla Batılılaşma, ulus-devlet, hükümet otoritesi ve şehirleşme gibi konular üzerinden fikri bir zemine oturtulması söz konusudur.
The administrative system in Turkey has generally been defined as centralist by many researchers. The arguments about the French-inspired centralism in Turkey constitute the common opinion of many studies in this field, whether empirical or not. In this study, the articles of the early Republican era elites, published in the İdare Mecmuası, between 1928 and 1930, were examined. From this point of view, it was observed that the elites advocated the idea of a centralized administrative system with the concern of consolidating and spreading the Republic Administration and reforms throughout the country, rather than simply copying or continuing the French model inherited from the Ottoman administrative system. Therefore, the central hypothesis of this work was verified by the analysis of these articles with the qualitative research method. As a result, the elites aimed to ground the regulations in the provincial administration and the Municipal Law of 1930 on an intellectual basis, with a centralist point of view through Westernization, nation-state, government authority, and urbanization paradigms.
