Social Welfare Policies, that finds its theoretical roots in Keynesian strand of thought, was put in effect after the Second World War and lasted until the mid 70s. Though the aim was to build an equitable social order by means of a mixture of eonomy and politics, it was inevitable that economic conditions were subordinate and as the conditions changed in favor of real economy political measures turned upside down and capital power became dominant on both economic and political domain. This historical experience which was worth undertaking has made it clear that without altering the capital-suppressive power prevalent at labor market and without enabling the participation of labor in decision making committees at different levels of production and distribution a final solution can not be achieved in the way of securing a more equitable social order, although some transitional solutions could be developed to legitimize the system, where the supremacy of Marxism over Keynesianism appears. .
