Abstract:

With the second wave of feminist movement, the concept of "state feminism" has emerged and the policies that the states are one of the main actors in ensuring social gender equality and need to be implemented in order to implement this equality have emerged. One of the tools used in various countries of the world in this matter was the establishment of a private ombudsman to investigate discrimination complaints. The Public Audit Authority in Turkey, which was founded in a relatively recent date, is also important in terms of the creation of gender-sensitive policies. The aim of this study is to evaluate how the institution contributes to the production of policies that are sensitive to gender equality in public administration, based on the decisions made by the Public Supervisory Board. The study used the content analysis method to examine the annual reports published by the Public Audit Authority between the years 2014-2019. The research found that the complaints on women’s rights in the institution remained quite low in quantity. However, when examined the contents of the institutions’ decisions on women’s rights, it was concluded that these decisions contribute to the development of gender-sensitive policies.
